[PAGE 1] VILLAGE OF PORT CHESTER TAXI COMMISSION Village Hall Conference Room 222 Grace Church Street Wednesday, February 7, 2024 at 6:30 PM MINUTES ROLL CALL: PRESENT: Commissioners Lagana, Neilsen, Carbajal, Harris, Yumbla, Carroll, and Chairman Gerardi ABSENT: None ALSO PRESENT: Police Captain Nielsen, Anthony Cerreto, Village Attorney, and Sara Summa, Secretary The meeting was called to order by Chairman Paul Gerardi at 6:38 PM AGENDA ITEMS: 1. Adoption of Minutes: January 9, 2024 On a Motion by Commissioner Neilsen, Seconded by Commissioner Lagana, the minutes of January 9, 2024 were adopted. 2. Police Report – Car #57 Officer Gutelius was present and explained the violation, as detailed in the report. The Taxi was traveling Northbound on Boston Post Road and even though the other light was green, the driver continued to drive through the red light on his side. He was pulled over and the violation was explained, and he was also notified that a safety inspection of the taxi was to be conducted. Mr. Martinez had a passenger in the vehicle at the time, and had been working since 6:00am, but could not produce a trip sheet. Mr. Martinez explained the situation. He stated that the traffic light was not red, it was yellow, and the vehicle in front of him also went through the yellow light and he followed. He explained he did not have a trip sheet because he had a dentist appointment and had just started working. In reference to his attire, he stated he wears those clothes because that is what fits him. And the rate card was not updated yet because Luso told the drivers not to charge the new rates yet. At 6:45pm, on a Motion by Commissioner Neilsen, seconded by Commissioner Lagana, the Commission entered into executive session to consult with the attorney. At 6:48 pm, on a motion by Commissioner Neilsen, seconded by Commissioner Yumbla, the Commission entered into public session. After a brief discussion, the Commission voted to issue Mr. Martinez a warning for this first offense. The Commission asks Mr. Martinez to dress appropriately, and review the Village Code for the regulations. They also ask him to keep a proper trip sheet as required. [PAGE 2] 3. Review of the Taxi Dispatch Company Licensing section of the Village Code 4. Amendments to the Village Code re: unused vehicles and inspections The Commission discussed potential changes to the Village Code and asked that the Village Attorney prepare a draft before he retires. 5. New or Old Business No new or old business was discussed. On a Motion by Commission Neilsen, Seconded by Commissioner Yumbla, the meeting of February 7, 2024 was adjourned at 7:09 pm.
