BE IT REMEMBERED that on Wednesday, January 28, 2026, the Commissioner Court of
Howard County met in Workshop Session at 9:00 AM with RANDY JOHNSON, County Judge as the
Presiding Officer. The following members were present: Commissioner Pct. 1 Eddilisa Ray,
Commissioner Pct. 2 Cash Berry, Commissioner Pct. 3 Jimmie Long, Commissioner Pct.4 Doug Wagner,
& County Judge Randy Johnson.
The Regular Session was called to order at 9:06 AM
Brian Klinksiek, County Road Engineer, and Rory Gammons, Sgt., Howard County Sheriff’s
Office, spoke to and sought guidance from the Court about issues concerning a policy for septic system
certifications and inspections. The following action was taken as a result of the discussion:
A motion was made by Commissioner Pct. 3 Long and seconded by Commissioner Pct. 1 Ray
for Howard County to Follow the Current TCEQ Policy as presented by Brian Klinksiek, County Road
Engineer. A vote was taken and 5 members of the Court voted "AYE" with None voting "NAY." Motion
carried.
Court Recessed at 9:54 AM and Reconvened in Regular Session at 10:05 AM.
Judge Johnson provided updates on the current construction projects taking place at the County
Library and the Sheriff’s Office. The following action was taken as a result of the discussion:
A motion was made by Commissioner Pct. 3 Long and seconded by Commissioner Pct.4 Wagner
to Move Funds from the County's Contingency Fund to cover the costs of minor adjustments to the
construction project at the Sheriff’s Office, as presented by Randy Johnson, County Judge. A vote was
taken and 5 members of the Court voted "AYE" with None voting "NAY." Motion carried.
A motion was made by Commissioner Pct.4 Wagner and seconded by Commissioner Pct. 1 Ray
to Approve the Cybersecurity Grant Resolution for FY 2026-2027 as presented by Odis Franklin, IT. A
vote was taken and 5 members of the Court voted "AYE" with None voting "NAY." Motion carried.
A motion was made by Commissioner Pct. 1 Ray and seconded by Commissioner Pct.4 Wagner
to Accept Personnel Reports as presented by Abigail Lopez, County Treasurer. A vote was taken and 5
members of the Court voted "AYE" with None voting "NAY." Motion carried.
The Court moved into Executive/Closed Session pursuant to Tex. Gov. Code, Sec. 551.078 from
10:28 AM to 10:58 AM. The following action was taken as a result of the Executive/Closed Session:
A motion was made by County Judge Johnson and seconded by Commissioner Pct. 1 Ray Not to
Approve the Sick Leave Request as presented by Dean Restelli, Chief Deputy Sheriff. A vote was taken
and 5 members of the Court voted "AYE" with None voting "NAY." Motion Carried.
A motion was made by Commissioner Pct. 2 Berry and seconded by Commissioner Pct. 3 Long
to Approve Invoices as presented by Jimmie Long, Commissioner Pct. 3 on behalf of the Auditor's
Office. A vote was taken and 5 members of the Court voted "AYE" with None voting "NAY." Motion
carried.
There were no budget amendments at this meeting.
A motion was made by Commissioner Pct. 2 Berry and seconded by Commissioner Pct. 1 Ray to
Approve Purchase Requests as presented by Jimmie Long, Commissioner Pct. 3 on behalf of the
Auditor's Office. The requests are as follows: Library for Annual Renewal for Creative Content
Database from TN Marketing LLC - Craft & Hobby at $1,797.00; Maintenance for Hail Damaged

Front Door Replacement at JP 2's Office from Mid-West Glass Co. at $1,188.97; Sheriff’s Office for
Ammo for Training from Target Sports USA at $4,966.29; Sheriff’s Office for Chairs for Dispatch from
Global Industrial at $2,221.79 and the Jail for a Water Heater from Reese Supply at $1,706.78. A vote
was taken and 5 members of the Court voted "AYE" with None voting "NAY." Motion carried.
A motion was made by Commissioner Pct. 2 Berry and seconded by Commissioner Pct. 1 Ray to
accept a $75,000 Donation Check from the Dora Roberts Foundation to the Howard County Sheriff’s
Office for Mental Health - Inmate Services, as presented by Jimmie Long, Commissioner Pct. 3 on
behalf of the Auditor's Office. A vote was taken and 5 members of the Court voted "AYE" with None
voting "NAY." Motion carried.
Brian Klinksiek, County Road Engineer provided the Court with Roadway Maintenance Updates.
No Action Taken.

Action Taken.
A motion was made by Commissioner Pct. 1 Ray and seconded by Commissioner Pct.4 Wagner
to Accept Agenda Items 5c-5g: Low Bid from RFMQ 2026-01 Base; Low Bid from RFMQ 2026-02
LRA; Low Bid from RFMQ 2026-03 Emulsion; Low Bid from RFB 2026-01 Sealcoat and Low Bid
from RFB 2026-02 Inverted Prime, as presented by Brian Klinksiek, County Road Engineer. A vote was
taken and 5 members of the Court voted "AYE" with None voting "NAY." Motion carried.
A motion was made by Commissioner Pct. 3 Long and seconded by Commissioner Pct.4 Wagner
to Accept the 2025 Racial Profiling Report as presented by Dean Restelli, Chief Deputy Sheriff. A vote
was taken and 5 members of the Court voted "AYE" with None voting "NAY." Motion carried.
