The Mayor and Council of the City of Atmore met in a regular meeting on Monday, June 13th, 2022, at 4:00 p.m. at the city hall with the following members present:  Webb Nall, Jerome Webster, Eunice Johnson,  and Shawn Lassiter. Chris Harrison was absent.

A quorum being present Mayor Staff called the meeting to order. Councilmember Eunice Johnson led in prayer, followed by the pledge of allegiance.

Minutes of the May 23rd, 2022 regular meeting – A motion was made by Eunice Johnson and seconded by Shawn Lassiter to approve the minutes of the May 23rd, 2022 regular meeting as written.

Accounts Payable – A motion was made by Webb Nall and seconded by Jerome Webster to approve the accounts payable for payment. Vote: all ayes. The motion was approved.

Resolution 2022-09- The city let bids a few meetings ago for purchasing police vehicles. We received no bids. The vehicles are available at Stivers Ford through the state bid list. This resolution approves the purchase of seven vehicles for the police department. These vehicles come with lights and sirens. The cost of all seven vehicles is around $279,000.

A motion was made by Eunice Johnson and seconded by Webb Nall that all rules and regulations be suspended for immediate consideration and adoption of Resolution 2022-09. The following vote was recorded:

Resolution 2022-10 – This resolution authorizes the city to purchase 32 tasers from Axon Enterprise through the state bid list. The current tasers are obsolete. The cost of 32 tasers is around $106,000.

A motion was made by Eunice Johnson and seconded by Jerome Webster that all rules and regulations be suspended for immediate consideration and adoption of Resolution 2022-10. The following vote was recorded:

Resolution 2022-11 – This resolution authorizes the city to grant a one-time lump sum payment to retired members and beneficiaries of deceased retirees who retired before March 2022. The amount is $2 for each month of service credited to the retiree’s account. The total cost to the City of Atmore is estimated to be $24,098.

Addition of Juneteenth Holiday – Governor Ivey added Juneteenth as a state holiday earlier this month. It was declared a federal holiday last year. Banks and the post office are closed. The holiday will be observed on June 20th, 2022.

A motion was made by Eunice Johnson and seconded by Jerome Webster to add Juneteenth as a paid holiday for all city employees. Vote: all ayes. The motion was approved.

Brandon Tanner – Back to School Bash – Brandon Tanner wants to hold a back-to-school bash at Heritage Park on July 30th, 2022, from 11-3. They will be giving out school supplies. A motion was made by Shawn Lassiter and seconded by Eunice Johnson to approve the request. Vote: all ayes. The motion was approved.

Mayor Staff announced that Carpet Drive would be closed in a couple of weeks to install rail work. Traffic will be detoured around Industrial Drive.

Councilmember Johnson thanked everyone for the help given for the Pandemic handout. The next drive will be a food drive on July 9th at Tom Byrne Park. Also, the second annual Fun Day will be on August 27th.

Mr. Butler, Escambia County Board of Education representative, announced that A.C. Moore is reopening with a Pre-K program. They are looking for 70 additional students.

The board is also expanding the career and technical division and maintaining and expanding the welding program at ECHS.

Mr. James McNeil announced that on Saturday, June 18th,  the Cornelia Elmore Memorial Library, located at 133 Martin Luther King, will be dedicated.
