Campbell met with DD18 to place a boundary flag. Rottinghaus scheduled an upcoming Ambulance Commission meeting. All three also participated in a joint meeting with the 911 Board, Emergency Management, and the Communications Advisory Board. Adam Miller, County Engineer, presented quotes for corrugated metal pipes for the Secondary Roads Department. The low bid was submitted by Metal Culverts of Jefferson City in the amount of $61,091.60. Campbell/Rottinghaus moved to approve the purchase of the culverts from Metal Culverts, Jefferson City. Motion carried 3–0. Miller provided an update on Secondary Roads, noting that crews are currently pouring culvert sections using the old forms until the newly painted ones are ready. Brushing work is ongoing throughout the county, with a focus on clearing brush at the DD18 outlet. Several construction projects are moving forward, including design work for 170th Street south of Rudd, where construction is expected to begin in mid‑May. The contract rock letting is scheduled for March 18th, with plans to place approximately 80,000 tons of rock on gravel roads. Road vacation processes are also underway for 130th Street and for 260th Street next to Avenue. Rottinghaus/Campbell moved to approve 2026 applications for Recreational Lakes, Forest Covers, Rivers and Streams, Rivers and Stream Banks, and Open Prairies Property Tax Exemption (“Slough Bill”) with a total of properties valued at $3,620,370 on 2,534.47 acres and Forest or Fruit Tree Reservation Property Tax Exemption applications with property valued at $6,839,450 for 4998.58 acres. Motion carried 3-0. Rottinghaus/Campbell moved to approve the Memorandum of Understanding with the Charles City Area Development Corporation for the Childcare Wage Enhancement Program, committing $10,000 as outlined in the agreement and authorizing the Chair to sign. Motion carried 2–0, Carr abstaining. Campbell/Rottinghaus moved to approve the Payment in Lieu of Taxes Waiver Request for the North Iowa Regional Housing Authority. Motion carried 3-0. The Board noted the hiring of Conservation Director Tyron Steere, with a salary of $72,827 effective March 4. Supv Carr left the meeting at 10 a.m., joined the meeting by phone, and Frank, as Vice Chair, continued with running the meeting. The Board recessed 10:05- 10:45. Denise Ballard, Iowa Governmental Health Care Plan representative, provided information on our employee health and dental plans. Future agenda items: vacating of a right-of-way, Health and Dental insurance rates, the disbursement of 911 Coordinator, Zoning, and Public Health Assistant Administrator duties, the zoning fee schedule, and the right-of-way ordinance. [PAGE 3] The Board conducted FY27 budget reviews, including dental insurance providers, the engineer’s salary increase, fund balances, and levy rate options.
