ANNUAL ELECTION OF OFFICERS Nick Porell was nominated to serve as FMPO Technical Committee chair for 2026 and Virginia King was nominated as vice-chair. The motion to elect chair and vice-chair for 2026 passed unopposed. 4. REVIEW AND CONSIDER RECOMMENDING APPROVAL OF PROPOSED POLICY COMMITTEE (PC) RESOLUTION 2026-1 Peter Koeppel presented the proposed 2026 safety targets; staff recommended the Technical Committee recommend approval of the 2026 safety performance targets to the Policy Committee. Work is expected to resume in March or April, with completion anticipated by early summer. Bloomfield No additional updates. Farmington F100440 Sunset Ave. Sidewalk & ADA Appraisals arriving; acquisition beginning Improvements F100450 E. Main St. Sidewalk & ADA Acquisition underway; encroachment permits Improvements in progress; noted a request for extensions on design and ROW contracts. F100102 East Pinon Hills Blvd Extension Project complete; currently waiting on invoice; Phase II Peter Koeppel will remove from list. F100390 Foothills Drive Phase III Complete except for West Lake grading issues; will be fixed in Spring. TF00001 Red Apple Transit No changes to projects or updates; bus overhaul is delayed due to parts but expected to be complete by year’s end. San Juan F100021 East Pinon Hills Blvd Extension Stalled due to fiscal constraint and awaiting County Phase III legislative session. F100360 CR 3000 Bridge Replacement Expected to be open early next month following a soil failure in Nov. 2025. F100370 CR 3500 Bridge Replacement Structural work complete with reopening anticipated in February. F100500 Alien Run Recreation Area/ Angel Coordinating with BLM on NEPA process Peak Scenic Area Trail Expansion with a decision hoped for in March. NMDOT F100350 NM 371/Navajo 36 F100351 NM 371/Navajo 36 Finalized draft agreement and sent to Navajo DOT. F100340 US 550 pavement rehab Phase II will begin this spring, and the final F100341 phase (F100342) is under design with 30% F100342 plans expected in January or February. 6. Reports from NMDOT Planning Bureau – No liaison present or assigned at this time. District 5 – Javier Martinez Javier Martinez announced the NMDOT Transportation Commission meeting scheduled in Bloomfield at 8:30 a.m., with District 5 staff and managers in attendance. Javier Martinez encouraged attendance as an opportunity to meet District 5 personnel. Sean Brady, Technical Support Engineer, will be present to address questions regarding transportation projects. It was noted that the Planning and Design Division liaison recently departed, and a new representative is expected to be assigned prior to the next meeting. Additional updates included mention of Transportation Project Fund (TPF) activities and the ongoing legislative session, including Local Government Road Fund (LGRF) considerations. 5 8 [PAGE 9] Nick Porell mentioned a discussion was held regarding cattle guard cleaning along state highways. Concerns were raised about safety issues related to unclear ownership and maintenance responsibilities, particularly for cattle guards serving tribal allotments and federal grazing lands. Coordination with Navajo DOT and the Bureau of Indian Affairs was discussed. Rhonda Lopez will be notified regarding the issue. 7. Information Items None 8. ACTION ITEM  Staff recommends that the Technical Committee recommend Policy Committee approval of proposed Amendment #10 and the Self-Certification for Amendment #10to the FFY2024-2029 TIP. APPLICABLE CITATIONS  § 450.328 TIP revisions and relationship to the STIP.  (a) An MPO(s) may revise the TIP at any time under procedures agreed to by the cooperating parties consistent with the procedures established in this part for its development and approval. In nonattainment or maintenance areas for transportation-related pollutants, if a TIP amendment involves non-exempt 10 [PAGE 11] projects (per 40 CFR part 93), or is replaced with an updated TIP, the MPO(s) and the FHWA and the FTA must make a new conformity determination. In all areas, changes that affect fiscal constraint must take place by amendment of the TIP. The MPO(s) shall use public participation procedures consistent with § 450.316(a) in revising the TIP, except that these procedures are not required for administrative modifications.) After approval by the MPO(s) and the Governor, the State shall include the TIP without change, directly or by reference, in the STIP required under 23 U.S.C. 135. In nonattainment and maintenance areas, the FHWA and the FTA must make a conformity finding on the TIP before it is included in the STIP. The projects identified in Amendment #10 to the FFY2024 – 2029 Transportation Improvement Program (TIP) are consistent with the priorities outlined in the NMDOT Asset Management Plan, the New Mexico Strategic Highway Safety Plan, and the New Mexico Freight Plan; and from the priorities outlined in the Red Apple Transit Asset Management Plan of the City of Farmington. The projects support the adopted Performance Targets of the FMPO for Performance Measure 1 (Safety), Performance Measure 2 (State of Good Repair), Performance Measure 3 (System Performance), and Transit Asset Management. Amendment #2 to the TIP was reviewed by the FMPO in accordance with the FMPO Public Participation Plan and the FMPO Title VI Plan. These monthly reviews help correct inconsistencies in the TIP, STIP, the MPO’s MTP, Agreement Request Forms (ARFs), etc. and provide for discussion among the members and NMDOT representatives.  Listed below are current entity projects some of which are part of the FFY2024-2029 TIP.  The Policy Committee approved the new FFY2024-2029 TIP on May 27, 2023, which became effective on October 1, 2023. ATTACHMENT  The Status Report Table of project updates received from Technical Committee members. Subsequent project updates will be presented by members during the committee meeting.
