I live at 1726 North 76th Avenue. I've been a resident of Elmwood Park for 12 years, and I'm speaking today to express my disappointment and frustration with the village's communication, or lack thereof, regarding ice activity in Elmwood Park. On October 20th, ice was in Elmwood Park and detained three, at least three individuals, and rumors were swirling on social media and between neighbors. The Elmwood Park advocate promptly published a story informing the community about these actions. ICE returned on October 29th, detaining at least eight more people. And again, the advocate published an article regarding these actions, including a witness account of an ICE vehicle exiting the public safety driveway used by the police department. Only then did the village publish a statement on its website entitled, Elmwood Park Adheres to the Illinois Trust Act. I have several issues with that statement. First, the statement should not be published only on the website. It should be disseminated on all of the social media platforms. That allows people to passively receive it in their feed, including the over 16,000 followers that the Village has on Facebook, without them having to do anything. unlike having it on the website where they have to affirmatively seek out the information, access a PDF file, and then see what's going on. This is particularly important because the statement includes a link to resources published by the Illinois Attorney General and allows, you know, it's much easier to access that link on social media posts and it gives the opportunity for people to provide their own resources in the comments. Second, assuring residents the police, the entity tasked with enforcing the law, follow the law themselves is not much of a statement at all. And it leaves many questions unanswered. The statement is silent about whether the police have been in contact with ICE, whether ICE has notified the village about when they're coming to Elmwood Park. Other municipal statements that have been published on social media platforms have clarified this information. Third, the statement says nothing about whether the village is providing support to ICE. The police department may not be actively enforcing immigration laws, but are they or other village departments providing information to ICE or allowing ICE to use municipal facilities? This is information residents should know for their own safety. You represent, and I would argue, have a responsibility to all residents of Elmwood Park, not just those who voted for you, think like you, or look like you. According to the most recent data from the US Census Bureau, just under 40% of Elmwood Park residents are Hispanic or Latino, and approximately 25% of residents are foreign born. Given that the Supreme Court's recent order gives broad latitude for immigration officers to stop and question individuals based on nothing more than their apparent ethnicity and English proficiency, people have reason to be scared regardless of their immigration status. I mean, I'm a white U.S. citizen and an attorney to boot, but I certainly would be scared if approached by a masked man armed in full tactical gear. A significant percentage of Elmwood Park residents and the people they invite to work on their homes are at risk of being questioned based on nothing more than their looks and speech. Yet you have provided virtually zero information that would help quell those fears. That's a failure in leadership, I contend. I don't expect the village to take a position about whether these immigration enforcement actions are appropriate. I recognize that you also represent residents who support these actions. But supplying information, as numerous other municipalities have done, is a neutral act that expresses neither approval nor disapproval of Operation Midway Blitz. In the Elmwood Park, comprehensive plan, which is listed as an important document on the village's website. The village board, key stakeholders, and the general public all agreed that Elmwood Park's diverse population is a strength of the Elmwood Park community. I agree. The plan also states that exploring ways to minimize diversity's challenges while maximizing its opportunities is paramount for the village to thrive as a unified community. The village has not done enough to minimize the challenges this diverse community is facing right now. I ask you to do better. Catherine Acosta, 29-06-73rd Court. I want to thank the village and all the people that work there. The ladies downstairs are terrific and so helpful on all counts. And the lights in the village circle, I think they're outstandingly better than they've been in previous years. I don't know if there's more lights or... Maybe my eyes are just better this year, but it's very, very nice. And I don't have anything to comment on what she was talking about. We had probably less trick-or-treaters than I had in previous years because I got a heck of a lot of candy left over. One dog keeps looking like, hey, is that mine? But they... One of the people said, yeah, a lot of folks were hesitant to come out because of their accents or lack of English, which I noticed that's an awful lot of non-English speaking people that did come that didn't speak English. So I'm not too sure where this comes from, but all in all, I have absolutely no problem with the village. Like I said, I live on 73rd Court, the other side of Diversity. So we're on the opposite side of the track of, I think, where a lot of activity had taken place, or even on the far west end. But I want to thank the village for everything that they do. I really do. Just to add to Veterans Day, Leiden Township invites everyone to their Veterans Resource Fair November 8th from 10 to 2 at the Carl Fiorito Senior Center. No report, Mr. President. Mr. President, the Finance Committee met this evening at 5.30 p.m., reviewed the bills and vouchers for the month of October, and unanimously recommended same for approval tonight. No report, Mr. President. Yes, we have an even dozen ordinances and resolutions on the consent agenda tonight, but I believe Manager Volpe will be summarizing those. Thank you. Mr. Volpe? Mr. President, the board will consider an agreement tonight with BRT Outdoor LLC, who will display video display messages, message signs in Elmwood Park. The first location is at Grand Avenue and 75th Avenue. This is a village-owned site that will be the location for the new Kissin' Ride for the Metro Trains. The second location is a privately-owned property located at Diversity Avenue in Harlem. because that site is privately owned, an agreement between BRT and that landowner will be required before it moves forward. The agreement with the Village has an initial term of 20 years. As part of the agreement, the Village is able to display messages free of charge. BRT installs and maintains the displays at its own cost. The Board will consider an agreement with Wright-Harima Architects, or WHA, to provide architectural services and interior design services for the new village hall at 7315 West Grand Avenue. The interior of the existing building will be completely renovated to accommodate all requirements to modern standards. The scope of this agreement covers all services from project planning through the completion of construction plans and documents. Construction administration will be managed in-house. Civil engineering will be performed by the village engineer. The Board will consider a proposal from Christopher Burke Engineering to assist with the next phase of lead service line replacements. If approved, CBOE will assist the Village in planning and implementing the next phase of lead service line replacements, which is expected to be approximately 300 properties. CBOE will manage the design and bidding process and will also coordinate with the IEPA throughout the loan documentation process. The total cost is $255,355. The board will consider an ordinance to amend the fees charged for ambulance and paramedic services. The proposed fees are based on our actual cost to provide the various services. Adjusting the rates will assist the village in maximizing its reimbursement from insurance carriers and via the GEMT program. This will not negatively impact residents because we do not balance bill our residents. The board will be asked to accept a proposal to renew property casualty liability and workers' comp insurance. for the December 1st, 2025 to the November 30th, 2026 policy term. Our broker, Alliant Insurance Services, recommends renewal with our current carrier, the Illinois County's Risk Management Trust, or the ICRMT. The overall premium for property and casualty is increasing by 10.57% to $584,784. Workers' comp premium is increasing to $218,573, but the lost fund requirement is going down based on actuarial calculations. While the premium is not increasing by a significant amount, the carrier has increased the village's self-insured retention to $400,000 on workers' comp due to certain large claims. The board will consider an extension of an intergovernmental agreement related to the O'Hare Noise Compatibility Commission. As you know, the commission was established in 1996, and the current IGA expires at the end of this year. The board will be asked to extend Elmwood Park's participation for five more years until December 31, 2030. The Noise Commission provides a forum for interested parties like Elmwood Park to have a voice in the aircraft noise issues related to O'Hare International Airport. The board will consider a business district redevelopment agreement related to 7426 West North Avenue. A developer and restaurant operator has proposed the building of a restaurant at this location. The project budget is approximately $530,000 to facilitate the development of this site. Under the proposed agreement, the village will provide an incentive reimbursement to the developer using funds from the Harlem Avenue North Avenue Business District. And lastly, the Board will consider a proposal from Christopher Burke Engineering to complete pre-Phase II engineering services related to the Grand Gateway project. If approved, this work will proceed while we are completing the Phase I engineering. This will ensure an efficient transition to Phase II engineering. The work covered by this proposal will include data collection, survey and utility coordination, grant application assistance, and certain work that was deferred from the Phase I engineering. CBEL will partner with H.W. Lochner on this proposal. Additional support will be provided by Metro Strategy, Sanchez & Associates, PC, and Wing Engineering. The total cost of this proposal is $2,869,926, and it will be funded by resources provided by the Illinois Commerce Commission, or ICC. Thank you, Mr. Volpe. Okay. I'll have to expand on what... Trustee Volpe said we had over 900 participants in that party Friday night. And I want to thank everybody, our staff, our police department was very visible at the event. And overall, the whole Halloween evening throughout the town, we had extra patrols on the street. And I know one thing. I had a lot of trick-or-treaters, but maybe that's because I'm the mayor. They were at my house banging. I had my back gate open because otherwise my two dogs would be driving me nuts at the front door. So they came to the gate, and they were just amazing.
