Terie motioned to approve the minutes, Scarlett seconded. Motion carried. RECREATION REPORT Tiffany told the board after two weeks of interviews she has completed hiring for the pool staff. She has half of the lifeguards returning, one in admission, and 70-80 % of concessions. This didn’t leave many open positions for the 150 applications that were received for the pool, camp, softball concessions and part-time maintenance positions. She also hired a new camp assistant director, Jennifer Wong. Jennifer works at Coulston Elementary with ESL students. She and Tiffany attended a camp summit in Avon. This was Tiffany’s third year attending. It was a great day of learning about how camp runs. She has five camp counselors returning and will hire about ten new counselors. She has already done some interviews and will do more by the end of the week. Then after Shelbyville Central schools spring break, she will make those decisions and contact applicants. [PAGE 2] Tiffany told the board that the new spring/summer guides are ready. The red, white and blue cover is a tribute to the United States celebrating its 250th anniversary. In addition to upcoming programs and events, it includes pictures of our board members and staff so the community can recognize who those individuals are. Tiffany told the board that one of the biggest requests she gets is evening swim lessons. We had them in the past, but they had gone away due to scheduling of all the rentals, open swim times and other events. This year we will have a session of swim lessons in the evening prior to the first day of the pool opening. This will also help our campers be able to attend lessons. Then we will have our usual June and July sessions in the mornings. Sarah Haycock will be instructing water aerobics again this summer. We will still offer a Monday and Friday morning class, but are adding a Wednesday evening class. Tiffany told the board that Doggie Day at the pool this year will be separated into different times depending on dogs size. Small dogs under 30 lbs. will be from 1:00 pm to 2:15 pm and larger dogs over 30 lbs will be from 2:15 pm to 3:30 pm. All proceeds will be donated to the Shelbyville/Shelby County Animal Shelter. The last Artful Explorations class is tomorrow. The class will teach line dancing. There are still some spots open. Thanks to the Indiana Arts Commission for the grant that paid for the artists and teachers for this series that consisted of 4 classes in January and 2 in March. Tiffany reported that the Blue River Highland games is May 16th at the Shelby County fairgrounds. This year will be more of a festival with the Highland competition. She has 25 paid vendors. New this year will be a kids market that will be open to junior entrepreneurs ages 5 to 17. They will have an entire section in one of the buildings. They could bring 30 to 50 kids market vendors. There will also be several food trucks. Athlete registrations are coming in strong. The band For Pete's Sake will be performing. She is still working on a few extra pieces to add and should know in the next week. 2 [PAGE 3] SPECIAL EVENTS Nesha told the board that our DIY and Dessert is on the 26th. Instead of a canvas painting, participants will paint a wood cut out that the maintenance staff have made. We already have quite a few signed up, but there are still some spots left. Nesha told the board that something they are very excited about is a new Adaptive Easter Egg Hunt. It will be held in the gymnasium at the civic center on Friday, March 27th. The event is free, but requires registration to capture some information. In an effort to make this a great event for all we want to know what accommodations are needed. Some of the eggs will be attached to balloons so they don’t have to bend over and pick them up. The annual Easter Egg Hunt at Kennedy Park will be Saturday, March 28th. The hunt will look a little different this year. Due to some renovation on the softball diamond, the hunt will take place in the area of the park where the trees are. The Shriners will again be giving away bikes in each age group. Blue River Bouncers and Barnyard Party Pals will also be there again this year. The Easter Bunny will arrive at noon and be available for pictures. SPORTS REPORT Chris told the board he has a meeting with Coca Cola on Friday at the Sunrise concession. They will start moving equipment in next week. All seasonal concession staff have been hired. He has 5 returning staff and hired 17 new staff to cover both facilities. They have orientation tomorrow at 6pm at the concession at Blue River. Chris reported that the new decals are up in the fitness room. He invited the board to come take a look at new decals and equipment. The adult volleyball leagues are going well. They will have next week off for spring break. The A league will have two weeks left then their tournament. The B league will have one week left before their tournament and coed has four weeks left. Chris is offering a new spring/summer volleyball league that will start in April. The men's basketball league has been going well. Tonight is week three. Chris told the board that softball tournaments will be starting soon. The first one is April 4th and 5th. 3 [PAGE 4] Adult softball leagues registration is open now. Adding a new women’s league on Monday nights. Shelby County Girls softball registrations are coming in. We are looking for sponsors. If anyone is interested, please contact Chris. Chris reported that the pickleball spring leagues start May 12th. The first pickleball tournament is now open for registration. It is the Summer Bash Take 3 on June 19th through the 21st. This tournament is run by the Shelbyville Pickleball Club with support from the Parks Dept. The Smash and Splash is scheduled for August 15th and 16th, and the Blue River Paddle Battle, 50 & over, is scheduled for September 26th and 27th. These two tournaments are being run by the parks department. Chris told the board that getting people to register for sports leagues in a timely fashion has been an ongoing issue. He puts the deadline out there, but people still don’t register until he starts calling and texting them to see if they want in or not. Recently this happened with the basketball league. He finally got enough teams to run the league then after sending out the information to the coaches he had one reply that they could no longer play so he had to find a replacement team. MAINTENANCE Doug reported that the pickleball nets at Blue River are up and the Bike Share bikes are out and ready to rent. Staff has been working on making Easter props with the new CNC machine. They have dug out the lime that was on the diamond at Kennedy park and brought in dirt. He hopes to plant grass soon. The plan is to bring the outfield in to make it look more like Blue River. Some of the trails have been flooded due to the recent rain. They are open now, but may be closed again due to more rain in the forecast. Maintenance staff have also been working on softball diamond prep for upcoming tourneys at Blue River Memorial and Sunrise parks. They have installed panels in the batters box and pitching area to prevent digging out by players. They installed panels on diamonds 2 and 3 4 [PAGE 5] last year and they worked great. As soon as they get some good weather they will complete that work on diamonds 1 and 4. Doug told the board he hired two part time maintenance staff who will start on March 28th. Full-time staff will go back to their summer schedule on March 22nd. The new K truck that was purchased for use on the trails has been decaled. The decal includes a QR code for the parks app. Gary Leffler made a podium that can be used for Highland Games. It can also be used for pickleball tournaments. Doug hopes to have park restrooms open by April 1st. DIRECTOR REPORT Trisha told the board that they have finally found a company that they feel they can trust and have faith in the work they are doing at the pool. The Diamond Brite surface is being redone, which is long overdue, by Pool Works. They will be doing work from the island to the dividing board. The pool is 26 years old. This work should give us some longevity and time to really start thinking about what the next pool will look like, where it will be and those types of things. We should still be on schedule to fill the pool by May 1st, which is our fill date. Trisha said that now that the bike share is out she would ask users to be respectful, do not take them home, and adhere to the 4 hour maximum rental time. Please follow the rules so everyone can enjoy them. Trisha was asked if we have a policy on Geocaching in the parks. She has done some research on it and will go over more at the next meeting. She asked the board to be thinking about whether or not we need to have a policy at the next meeting in April. Trisha told the board that Duke is continuing work replacing lights at Blue River Memorial Park. The soccer parking lot is done and lines have been run for Lee Blvd. but they haven't started putting any lights up yet. She has spoken to Steve Lee with Duke and let him know that our first Music in the Park is at the end of June. There is some concern if they are still installing poles that this will interfere with Music in the Park. Trisha wanted to thank Shane 5 [PAGE 6] Peters and his group at the street department because they have helped do a lot of the work removing the old light poles. Trisha asked Gary Nolley to give the update on the kayak launch program. Gary told the board that this is a Shelby County project but we are working with them and the Blue River Community Foundation because the river runs through the city and we have been looking into kayak rentals. The county has some money from their recycling district that they are looking to spend to install kayak launches. They have two sites identified. One is on hold because it is privately owned. The other is out by what was formerly Roger Shaw park on some land that is owned by the county. BRCF is working on designs for a launch with engineering company BFS. This could take 6 months. Trisha met with a company through zoom along with Doug regarding the rentals. They got a lot of information. It is a different type of service than the bike share. Thanks again to Scott Hughes for all of his work and input and Nathan Runnebohm for leading this. Trisha added that she appreciates all the time and effort that her staff spent on the summer guide. She sees the time, effort, energy and stress that goes into these books. She did them herself for a long time and understands it isn’t an easy task. They are well worth it because it represents who we are in a lot of ways. Thanks to the crew for the work on the summer guide. Gary asked for input on beginning the new community feedback initiative. The plan is to move beyond high-level plans and gather deeper public input on maintenance needs and desired amenities directly from park users. The plan includes having food trucks at different parks on various days to attract people and facilitate face-to-face listening sessions. The board discussed starting in late April or May to avoid the Easter holiday. A suggested name for this initiative is “Your Park, Your Voice.” Using social media and other avenues to advertise were discussed.
