[PAGE 1] The Pottawatomie County Board of County Commissioners met in a regular meeting on Tuesday, March 31, 2026 at 9:00 a.m. The following members were present: Melissa Dennis, Chairman, Abby Thompson, Member, Raeshel Flewallen, County Clerk, Stacy Bateman-Woods, ADA. GUESTS- Daniel Clements, CED 4, Kellie Clay, Pott Co Admin, Robin Ueltzen, Pott Co 911, Ira Romine, Cody Roe, City of McLoud, Patricia Carter, Election Board, Zac Tenison, Thad Campbell, Maintenance, Aaron Scott and Braquel Payden, Pott Co EM, Jessica Galindo, PCPSC, and Suzie Campbell, Countywide, were all welcomed to today’s meeting. PUBLIC COMMENTS- Patricia Carter, Election Board, stated the filing period will be April 1st-3rd, from 8 to 5. UPDATE FACILITIES MAINTENANCE- There were 46 work related tasks completed. UPDATE PUBLIC SAFETY CENTER- The current number of inmates is 313, with 262 males and 51 females. There were 56 booked-in, 52 released, and 4 placed on safety observations. UPDATE POTT CO 911- There were 4 centerlines edited and 54 address points created/edited. UPDATE POTT CO EM- There were 3 responses last week. Ten shelters were mapped on OneMap. Damage assessment for Cross Timber fire totaled approximately 835 acres burned and 35 burned at Little River Road. Transitioning is being done to new mass notification system. UPDATE POTT COUNTY SHERIFF’S OFFICE- Travis Palmer stated everything was good. BID- A motion was made by Mrs. Dennis to award two reinforced concrete boxes, Brookridge Addition, District 1, Bid 25-26-3 to low bid, Palmer Construction & Marine Company, LLC, for $294,453.01. Seconded by Mrs. Thompson the vote was: AYE- Thompson, Dennis. BETHEL PUBLIC SCHOOLS- Mrs. Dennis made a motion to approve a one-time fuel quote for Bethel Public Schools in the amount of $20,351.45 for diesel. Seconded by Mrs. Thompson the vote was: AYE- Thompson, Dennis. MINUTES- A motion was made by Mrs. Thompson and seconded by Mrs. Dennis to approve the minutes for March 24, 2026. The motion carried with the following vote: AYE- Thompson, Dennis. Mrs. Thompson made a motion to approve the special meeting minutes of March 25, 2026. Seconded by Mrs. Dennis the vote was: AYE- Thompson, Dennis. TRANSFERS OF APPROPRIATIONS- No transfers were submitted for approval. BLANKET PURCHASE ORDERS- Mrs. Thompson made a motion to approve the blanket purchase orders. Seconded by Mrs. Dennis the vote was: AYE- Thompson, Dennis. POLICIES/PROCEDURES FOR ECONOMIC DEVELOPMENT- Mrs. Thompson made a motion to move forward regarding policies and procedures for economic development and use tax monies. Seconded by Mrs. Dennis the vote was: AYE- Thompson, Dennis. POTTAWATOMIE COUNTY HISTORICAL SOCIETY- Mrs. Dennis made a motion to approve the 1st quarter report and reimbursement request from the Pottawatomie County Historical Society in the amount of $25,423.23 from use tax. Seconded by Mrs. Thompson the vote was: AYE- Thompson, Dennis. POTTAWATOMIE COUNTY FIREFIGHTER’S MUSEUM- Mrs. Dennis made a motion to approve all the estimates for the Firefighter’s Museum from the Pottawatomie County Historical Society except for the heat & air in which they will need to get 3 quotes. Seconded by Mrs. Thompson the vote was: AYE- Thompson, Dennis. RESOLUTION- Mrs. Dennis made a motion to approve a resolution submittal of grant application to the Oklahoma Opioid Abatement Board. Seconded by Mrs. Thompson the vote was: AYE- Thompson, Dennis. A motion was made by Mrs. Dennis to approve the ODOT programming resolution for ODOT job piece numbers 35442(04) and 35443(04). Seconded by Mrs. Thompson the vote was: AYE- Thompson, Dennis. CIRB SIX-YEAR PLAN- No action was taken regarding Pottawatomie County FY27 CIRB six-year plan. AGREEMENT- Mrs. Dennis made a motion to approve the county utility relocation agreement. Seconded by Mrs. Thompson the vote was: AYE- Thompson, Dennis. ROSE ROCK HABITAT FOR HUMANITY- A motion was made by Mrs. Dennis and seconded by Mrs. Thompson to approve the reallocation of awarded ReStore funds for emergency repairs in the amount of [PAGE 2] $12,500.00 with no additional funding at this time. SHERIFF’S OFFICE OUT OF STATE TRAVEL- Mrs. Thompson made a motion to approve paying for 3 employees from the Pott County sheriff’s office to attend Crimes Against Children Conference in Dallas, Texas from August 2-6, 2026.
