I'm calling to order the public hearing, which is duly noticed to begin at 6.55 p.m. on today's date. The purpose of the public hearing is to obtain the views of citizens, public agencies, and other interested parties on the housing and community development needs of the county and eligible community development block grant activities, and to provide the public with an opportunity to comment on the county's ongoing community development block grant project from the New York State Office of Community Renewal to renovate blighted properties in Schmung County through the Schmung County Land Bank. The public hearing presents an opportunity for the public to comment and be heard on the subject matter of this hearing only. Comments are limited to five minutes. No questions to the legislators will be answered during this public hearing and the legislators will not participate in the public hearing. They are here to listen. If any member of the public wishes to speak, please come to the microphone and announce your name, address, whether you are a resident or taxpayer of the county, whether you are acting as a representative of someone, and if so, the name of the person, firm, organization, or entity you are representing. We will start off this hearing with a presentation by Dave McCormick of the Chemung County Planning Department. Good evening. My name is Dave McCormick, and I'm the Chemung County Planning Commissioner. This public hearing is being held pursuant to the requirements of the Community Development Block Grant Program. And we are required to compile a list of any attendees from the public, so I'd ask them to sign in if we do have someone here for this particular hearing. Chemung County was awarded $300,000 in funding by the New York State Office of Community Renewal through the Community Development Block Grant Program to implement a micro enterprise assistance program that provided entrepreneurial training and grants to eligible micro enterprise businesses in Chemung County but outside the entitlement community of the city of Elmira. They have a separate program. Municipalities awarded CDBG funding are required to hold a second public hearing during the implementation phase of the program. That's why I'm here tonight. This hearing has the purposes of providing a general update on the status of the program and provide an opportunity for any public comment. As mentioned, Chemung County was awarded a $300,000 grant from the Office of Community Renewal. $246,750 of the grant funding was available to provide grants to micro enterprise businesses and the balance of the funds were used to pay administrative and program delivery costs, including business training for the recipients. The program is being implemented by Alternatives Federal Credit Union. The full $246,750 has now been awarded, and the final $36,045 in microenterprise assistance is weighting disbursement, which is expected to be completed by June of this year. Grants have been awarded to 10 microenterprise businesses throughout the county, including four startup businesses, and 28 jobs have been created or retained as a result. Awards up to $25,000 were used for equipment, inventory, and other working capital expenses. Any person wishing to make comments regarding the program's implementation is invited to do so. Thank you.
