ADA COMPLIANCE COMMITTEE DISCUSSION
August 25, 2021
Voting Members Present: Jerry Burroughs (Chair), Tom Puglisi (Secretary), and Scott
Shores (DPW/GIS Representative), lacking a Quorum of the Committee with only 3 of 7
voting members present.
Voting Members Absent: Herve Hamon, Mary Handley, Patty Kaczmarek, and City Council
Representative (TBD)
Non-Voting Members Present: NA.
Non-Voting Members Absent: Department of Public Works Designee (TBD), Americans
with Disabilities Act Coordinator (TBD).
Visitors Present: NA
1. Introduction. Lacking the quorum necessary to conduct an official meeting, Chair Jerry
Burroughs opened an unofficial discussion with Scott Shores and Tom Puglisi at 4:40
PM in the Cambridge Utilities Commission Conference Room. He welcomed those
present, and all observed a moment of silence. Jerry noted that Commissioner
Jameson Harrington will represent the City Council on the ADA Committee. He
indicated that both Commissioner Harrington and Mayor Bradshaw were invited to
today’s meeting, but neither was able to attend.
2. Noncompliance. Jerry Burroughs cited apparent continuing noncompliance at the
following locations:
a. The Wawa store on Route 50 at Crusader Road does not have
handicapped-friendly doors, sufficient space to accommodate customers
waiting for checkout, or handicapped-friendly rest rooms.
b. The Family Dollar store consistently fails to maintain sufficient aisle space
within the store.
c. Bay Vanguard Bank on High Street has no handicapped entrance now that
the side door has been blocked.
Jerry noted that we have not yet received a response to the letter that the ADA
Committee sent to the Mayor and City Council. Jerry has asked permission for the

Committee to refer a range of noncompliance incidents directly to the City’s Code
Enforcement Officers. Jerry will continue to seek clarification from the Mayor about
the Committee’s enforcement mechanisms. It was note that Theo’s Restaurant and
Ava’s Restaurant have removed their non-compliant outdoor dining areas.
3. ADA Awareness Fair Scheduled for October 9. After consultation with several Board
Members, Chair Jerry Burroughs decided that the October 9 ADA Awareness Fair will
be cancelled due to the continuing COVID-19 pandemic.
4. Sidewalk Survey. Scott Shores reported that upon completion of the Housing Study by
Salisbury University students, Scott enlisted these students to make sidewalk
observations in the three days that they had until their time here expired. Scott
demonstrated their work and noted that the 800+ observations that they made during
this time were very accurate. Jerry Burroughs and Tom Puglisi encouraged Scott to
take advantage of the opportunity to get Salisbury University students for an
additional two weeks to finish the sidewalk project. Once they are finished, Scott will
address how we might estimate the length and width of the noncompliant sidewalks.
Combining the sidewalk data with the housing study data will provide Cambridge with
a strong argument for grant funding, as well as data to prioritize remediation. Results
of the study will be presented to the Mayor and City Council. Scott will ask Housing
Director Yvette Robinson to bring the results of the sidewalk study to the Housing
Committee meeting, as well.
5. Vice-Chair. Chair Jerry Burroughs asked Scott Shores and Tom Puglisi if they thought
the ADA Committee needs a Vice-Chairperson. Neither Scott nor Tom thought this
was necessary.
