Limit Established in General Municipal Law § 3-c
The Board of Trustees of the Village of Pelham hereby schedules a public hearing to be held at 8:00
p.m. on Tuesday, January 13, 2026, on a proposed Local Law to override the real property tax levy
limit established in General Municipal Law § 3-c. This meeting will be held in-person at 200 Fifth
Avenue and virtually on Zoom and members of the public wishing to present comments may do so
online during the public comment phase of the hearing by accessing the meeting at:

Item # 9 – Resolution Adopting Local Law No. 1 of 2026 to Override the Real Property
Tax Levy Limit Established in General Municipal Law § 3-c
Whereas, the Board of Trustees of the Village of Pelham has proposed a local law to override the
limit on the amount of real property taxes that may be levied by the Village of Pelham pursuant to
General Municipal Law §3-c, and to allow the Village of Pelham to adopt a budget for the fiscal year
commencing June 1, 2026, that requires a real property tax levy in excess of the “tax levy limit” as
defined by General Municipal Law §3-c; and
Whereas, the Board of Trustees of the Village of Pelham has determined that the adoption of the
local law is a Type II Action and are therefore not subject to the requirements of the State
Environmental Quality Review Act (“SEQRA”) and;
Whereas, a notice of public hearing was duly advertised in the Journal News, the official newspaper
of the Village of Pelham; and
Whereas, said public hearing was held on January 13, 2026, at or about 8:00 p.m. at the Municipal
Center, 200 Fifth Avenue, Pelham, NY and all parties in attendance were permitted an opportunity to
speak on behalf of or in opposition to said to proposed local law or any part thereof.
Now, therefore, be it resolved, as follows:
1. The Board of Trustees hereby adopts Local Law No. 1 of 2026 of the Village of Pelham which
allows the Village of Pelham to adopt a budget for the fiscal year commencing June 1, 2026, that
requires a real property tax levy in excess of the tax levy limit as defined by General Municipal Law §
3-c;
2. The Board of Trustees directs the Village Clerk to prepare said Law for filing with the Secretary of
State.

Item # 10 – Resolution Authorizing the Appointment of a Police Officer in the Village of
Pelham Police Department
Be it resolved, that the Board of Trustees of the Village of Pelham hereby confirms the Mayor’s
appointment of Anmol S. Sandhu, of Elmont, New York, to the position of Police Officer (4th Grade)
Job Class Code 0134-01, effective Monday, January 19, 2026, at an annual salary of $84,190.00,
subject to the requirements of Westchester County Civil Service, the current Village of Pelham Police
Benevolent Association Collective Bargaining Agreement, Village of Pelham Employee Handbook, the
Unconsolidated Laws of New York State and any other applicable regulations in place and for a
probationary period of one (1) year; and
Be it further resolved, that the Village Administrator is authorized to take the necessary actions to
effect this appointment.

Item # 11 – Resolution Appointing Deputy Village Clerk
Whereas, by Resolution adopted on July 8, 2025, the Village Board of Trustees appointed Giana
Pizzutiello to the position of Deputy Village Clerk (Part-Time); and
Whereas, the Village Board of Trustees wishes to appoint Giana Pizzutiello from her current position
of Deputy Village Clerk (Part-Time) into the position of Deputy Village Clerk (Full-Time), effective and
retroactive to January 5, 2026.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham hereby
confirms the Mayor’s appointment of Giana Pizzutiello from the position of Deputy Village Clerk (Part-
Time) to the position of Deputy Village Clerk (Full-Time), effective and retroactive to January 5, 2026,
at an annual salary of $50,000, subject to the requirements of the New York Civil Service Law, the
Westchester County Civil Service Rules, and the Village of Pelham Employee Handbook and any other
applicable regulations in place and for a probationary period of minimum twelve (12) weeks to a
maximum of fifty-two (52) weeks; and
Be it further resolved, that the Village Administrator is authorized to take the necessary and
appropriate actions to affect this appointment.

Item # 12 - Resolution Authorizing the Renewal of an Agreement between the County of
Westchester and the Village of Pelham for the Removal of Snow and Ice on Westchester
County Roads Located in the Village of Pelham
Whereas, Westchester County owns 0.49 lane miles of road along a portion of Lincoln Avenue within
the Village of Pelham; and
Whereas, Westchester County desires to obtain services for snow and ice removal from these roads
in order to provide reasonable passage and movement of vehicles; and
Whereas, in the interest of public safety, the Village of Pelham has historically provided this service
to Westchester County through various Inter-Municipal Agreements (“IMAs”); and
Whereas, the current Westchester County IMA has a five (5) year term which expired on September
30, 2025, and the County has subsequently proffered another five (5) year IMA for the identical
services, as per the attached IMA; and
Whereas, the reimbursement rate received from Westchester County for services rendered by the
Village shall be in accordance with Schedule “B” of the attached IMA.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham hereby
authorizes the Village Administrator to execute the attached Inter-Municipal Agreement between the
Village of Pelham and Westchester County for snow and ice removal services for the period of
October 1, 2025 to September 30, 2030, on County-owned roads located in the Village of Pelham.

Whereas, the Board of Trustees of the Village of Pelham has proposed a Local Law to amend the
Code of the Village of Pelham in relation to Affordable Housing; and
Whereas, the Board of Trustees of the Village of Pelham has determined that the adoption of the
Local Law is a Type II Action and are therefore not subject to the requirements of the New York
State Environmental Quality Review Act (SEQRA); and
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham hereby calls
for a Public Hearing on Tuesday, January 27, 2026, at 8:00 p.m. or soon thereafter on a proposed
local law to add a new Chapter re: Affordable Housing. This meeting will be held at 200 Fifth Avenue,
Pelham, New York; and
Be it further resolved, that those members of the public who want to attend/participate in the
