Council Minutes

January 10, 2022

The Mayor and Council of Atmore met in a regular meeting on Monday, January 10, 2022, at 4:00 p.m. at the city hall with the following members present: Webb Nall, Jerome Webster, Eunice Johnson, Shawn Lassiter, and Chris Harrison.

A quorum being present, Mayor Staff called the meeting to order. Councilmember Johnson led in prayer followed by the pledge of allegiance.

Minutes of the December 28, 2021, regular meeting – A motion was made by Webb Nall and seconded by Shawn Lassiter to approve the minutes of the December 28, 2021 meeting as written. Vote: all ayes. The motion was approved.

Accounts Payable – A motion was made by Webb Nall and seconded by Jerome Webster to approve the accounts payable. Vote: all ayes. The motion was approved.

IDB Appointment – A motion was made by Shawn Lassiter and seconded by Chris Harrison to appoint Kenny Smith to the Industrial Development Board. Vote: all ayes. The motion was approved.

Board of Zoning Adjustments Appointment – A motion was made by Eunice Johnson and seconded by Jerome Webster to appoint Shaquanda Kyles to the Board of Zoning Adjustments.

Vote: all ayes. The motion was approved.

GMC Proposal for Environmental & Surveying Services – GMC previously delineated the Rivercane Development in 2004 to identify potential jurisdictional waters of the U.S., including wetlands. They recommend updating the delineation on all parcels located on the west and east sides of Highway 21. Updating all parcels will allow for more cost-effective fieldwork and more efficient coordination with the USACE on how to approach future permitting and mitigation needs associated with new development. The total cost of these services is $35,500. A motion was made by Chris Harrison and seconded by Webb Nall to accept the GMC Proposal for Environment and Surveying Services at the Rivercane Development for $35,500. Vote: all ayes. The motion was approved.

Police Department – A/C unit for records building – The police department is moving records from the old task force building to the training building. An a/c unit is needed to keep the records maintained safely. Coley Air Conditioning can install a unit for $7,435.00.

A motion was made by Eunice Johnson and seconded by Webb Nall to approve the purchase of an a/c unit for the training building for $7435.00 from Coley Air Conditioning. Vote: all ayes. The motion was approved.

Tornado Siren – Councilmember Lassiter informed the Council that several people in the community had voiced concerns over not hearing the current emergency siren system. Councilmember Lassiter has information on a siren that could be heard throughout the city to the Airport. Mayor Staff asked for permission to see if a system is on the State Bid List and, if not, for permission to let bids on a system.

A motion was made by Webb Nall and seconded by Jerome Webster to give the mayor permission to find a system on the bid list and let bids if there isn’t one on the list.

Vote: all ayes. The motion was approved.

Coleman Wallace, Chairman of the Escambia County School Board, came before the Council to give an update on the schools in Escambia County.

A motion was made by Jerome Webster and seconded by Eunice Johnson to adjourn. Vote: all ayes. The meeting was adjourned at 4:25 p.m.
