[PAGE 1] Lorain County, Ohio Land Reutilization Corporation – Board of Directors’ Meeting February 24, 2026 The Land Reutilization Corporation met in a Special Meeting on Tuesday, February 24, 2026 at 2:00 p.m. The following members attended: David J. Moore, Commissioner Jeff Riddell, Commissioner Marty Gallagher, Commissioner Jack Bradley, City of Lorain Mayor Dan Talarek, Treasurer Staff: Jeff Armbruster, Director James Miller, Acting Assistant Director Theresa Upton, Clerk Others in attendance were Gabriel Espinoza, Prosecutors Office, Nicole Beko, Port Authority and Attorney Ken Reaser ______________________ JOURNAL ENTRY This special meeting was called to discuss St. Joes, Lorain, Ohio Mayor Bradley said St. Joes, Lorain needs to be demolished and remediated. The owner retained council and vacated foreclosure stating he never received notice and 9th District Court ruled in his favor. Attorney Reaser has been in discussion with the Attorney’s owner Peter O’Grady to request an access agreement. The Attorney of the owner gave a cease and desist order because the access prior was with A7 not the new owner Tran. The owners would like releases from the City and County. Gallagher asked about the environmental liability. Attorney Resar said the total project is $8 million, with a $6.2 million state grant. Miller said the landbank can take the property and taxes are forgiven. Attorney Reaser said no. State will allow the City to use as a match the $2 million they have already spent over the years as a credit as well as mitigation of the water/wastewater. Attorney Reaser said Kate Golden has indicated that the state could possibly increase the grant if more funds are needed on the remediation/demolitions, but this only includes the sit the hospital sat on and the garage. The other two building are not included in the demolition. Gallagher said once the property is cleaned up and sold the money comes back to the landbank. He asked how this property is zoned now. Attorney Resar said business B2. If it needs to be zone mixed use or multi family the City Council would have to approve that zoning. Discussion continued and the following resolution was adopted: RESOLUTION NO. 2026-10 ACCEPT DEED IN LIEU OF FORECLOSURE FOR ST. JOE’S PROPERTY, LORAIN, OHIO WITH SPECIAL CONDITIONS IN ACCORDANCE WITH THE LORAIN COUNTY PROSECUTORS OFFICE. Motion by Commissioner Gallagher, seconded by Commissioner Moore to adopt resolution.
