Re: Considering approval of the City Council draft Minutes of November 18, 2025.
2. Authorization of Emergency SCADA System Repairs at Rocky Hill and Martin Hill Reservoir
Re: Consideration of emergency authorization for SCADA system repairs at the Rocky Hill
and Martin Hill Reservoir, including approval of a not-to-exceed expenditure of $21,043 and
direction to the Finance Director to issue a Purchase Order to Primex Company.
3. Authorization to Repair Airport Fuel Island Concrete
Re: Consideration to authorize the repair of the Porterville Municipal Airport fuel island
concrete pad using the lowest responsive quote from Austin Enterprise and to approve a
total project cost not to exceed $13,836.24, including a 10% contingency.
4. Authorization of CivicPlus Contract Renewal

Re: Consider the authorization of the CivicPlus contract renewal for agenda and meeting
management services in the amount of $12,552.97.
5. Authorization to Enter into Memorandum of Understanding (MOU) with Valley Adult Day
Services for Coordinated Transportation Services
Re: Consider approval of a Memorandum of Understanding between the City of Porterville
and Valley Adult Day Services for coordinated transportation services using Porterville
Transit’s paratransit demand-response program.
6. Status and Review of Declaration of Local Flood Emergency
Re: Review of the Declaration of Local Emergency made on March 13, 2023, concerning the
significant weather event and impacts relative to flood event.

7. Villas at Winding Creek Tentative Subdivision Map and Conditional Use Permit
Re: Hold a Public Hearing to receive public testimony and consider the Villas at Winding
Creek Residential Development Project, located on an 8.76-acre parcel along the Poplar
Ditch between Wisconsin Street and Indiana Street, including adoption of the Initial Study,
Mitigated Negative Declaration, and Mitigation Monitoring and Reporting Program, as well
as approval of a Conditional Use Permit for reduced lot sizes and a Tentative Subdivision
Map for a 32-lot residential subdivision.
8. Krayola Korner Modification of Conditional Use Permit
Re: Consideration of a resolution approving a modification to Conditional Use Permit 10-
88, which authorized the operation of a childcare facility within the existing single-family
residential structure at 420 N. E Street.
9. Adoption of an Ordinance Approving a Development Agreement Between the City of
Porterville and Cannabis Express, Inc. for the Relocation of a Retail Cannabis Dispensary
to 1432 W. Olive Avenue, Unit A
Re: Public Hearing regarding the introduction of a draft ordinance approving a Development
Agreement between the City and Cannabis Express, Inc. to facilitate relocation of the
cannabis dispensary to 1432 W. Olive Avenue, Unit A and enable the State licensing process.
10. Adoption of an Ordinance Adding Article XV to Chapter 2 of the Porterville Municipal
Code Establishing Principles of Individual Liberty
Re: Public Hearing to receive public testimony and consider the first reading of the draft
Ordinance adding Article XV to Chapter 2 of the Porterville Municipal Code to establish the
City’s commitment to individual liberty, including medical freedom, parental rights,
nondiscrimination protections, and related provisions.

16. Authorization to Purchase Veterans Park Playground
Re: Council direction on the purchase of a playground for Veterans Park; consideration of
authorization for the Deputy City Manager to negotiate and execute all necessary
documents for the playground purchase, in an amount not to exceed $385,000 using
budgeted Measure I funds; and consideration of authorizing the distribution of a Request
for Qualifications (RFQ) for the ADA connectivity path portion of the project, with a cost not
to exceed $15,000.
17. City Hall American Flag Distribution Program
Re: Consideration to implement a quarterly flag replacement program beginning January
2026 and to allocate $2,000 annually from the Community Promotion Budget for
replacement flags and presentation materials.
