Re: Consideration of the purchase of the Sophos XGS2100 firewall with three-year
protection subscription for the Police Department from SHI International Corp. at a cost of
$6,610.31.
2. Authorization to Repair Refuse Truck Engine
Re: Consideration to repair Refuse Truck #6605 by E.M. Tharp, Inc. – American Truck Parts,
an authorized Cummins repair facility, at a cost not to exceed $19,488.26, inclusive of all
parts, taxes, labor, and contingency.
3. Authorization to Repair Utility Vehicle
Re: Consideration to repair Shop utility vehicle #6455 by Exeter Mercantile, a certified
Kawasaki service center, at a cost not to exceed $5,974.60
4. Authorization to Upgrade Financial Software to Tyler Technologies ERP Pro 10
Re: Council to consider the upgrade of the City’s financial software from Tyler Technologies
ERP Pro 9 to ERP Pro 10, including a one-time upgrade cost of $65,640 and annual
maintenance of $84,189.
5. Authorization to Award Contract - City Facilities HVAC Maintenance
Re: Consideration to award a contract for City facilities HVAC maintenance to Emcor
Services in the amount of $75,782, including a 10% contingency.
6. Authorization and Funding Allocation for EKOS Software License Agreement
Re: Consideration to execute a five-year software license agreement with EKOS Software
for the City’s fuel management system, in an amount not to exceed $43,920.
7. Authorization for Renewal Agreement with Kings/Tulare Area Agency on Aging (KTAAA)
Re: Consideration of a renewal agreement with Kings/Tulare Area Agency on Aging (KTAAA)
for continuation of the Senior Nutrition Program at the Santa Fe Depot, with the City
contributing $14,000 annually for twelve calendar quarters beginning October 1, 2025.
8. Approval of Amended Joint Powers Agreement - Central San Joaquin Valley Risk
Management Agency (CSJVRMA)
Re: Consideration to adopt a draft resolution approving the amendments to the CSJVRMA
Joint Powers Agreement.
9. Authorization to Participate in Cooperative Purchasing Programs on Existing Asphalt
Contracts
Re: Council to consider participating in cooperative purchasing of asphalt materials under
Tulare County contracts with Jaxon Enterprises for Fiscal Year 2025–2026, with funding
from the Asphalt Overlay Program Capital Improvement Budget (STP, Measure R, and
Measure I)
10. Intent to Set a Public Hearing to Discuss the Transition from Phase II of the City’s Water
Conservation Plan
Re: Considering approval to schedule a public hearing on October 7, 2025, to consider the
transition from Phase II of the City's Water Conservation Plan.
11. Acceptance of California Office of Traffic Safety (OTS) Selective Traffic Enforcement
Program (STEP) Grant

Re: Consideration to accept the California Office of Traffic Safety (OTS) Selective Traffic
Enforcement Program (STEP) Grant in the amount of $95,000 for personnel costs and
equipment to support DUI checkpoints, saturation patrols, and targeted traffic
enforcement from October 1, 2025 through September 30, 2026.
12. Request for Proclamation - Constitution Week
Re: Considering approval of a proclamation request to proclaim the week of September 17–
23, 2025, as “Constitution Week” in the City of Porterville.
13. Approval of Memorandum of Understanding Between the City of Porterville and the Fire
Officer Series
Re: Consider the approval of the Memorandum of Understanding between the City of
Porterville and the Fire Officer Series for the period of July 1, 2025, through June 30,
2028; and the adoption of a Resolution ratifying the MOU and amending the Employee Pay
and Benefit Plan to reflect its provisions.
14. Approval of Memorandum of Understanding Between the City of Porterville and the
Porterville City Firefighter Association
Re: Consider the approval of the Memorandum of Understanding between the City of
Porterville and the Porterville City Firefighter Associations for the period of July 1, 2025,
through June 30, 2028; and the adoption of a Resolution ratifying the MOU and amending
the Employee Pay and Benefit Plan to reflect its provisions.
15. Status and Review of Declaration of Local Flood Emergency
Re: Review of the Declaration of Local Emergency made on March 13, 2023, concerning the
significant weather event and impacts relative to flood event.

16. Continued Public Hearing for Consideration of an Amendment to the Land Use Element
of the 2030 General Plan and an Ordinance Amending Series 200 of Chapter 21 of the
Porterville Municipal Code, pertaining to an Increase in Residential Densities in the RM-3
Zone District
Re: Hold the continued public hearing to receive public comments, consider a draft
resolution approving the addendum to the Porterville 2030 General Plan EIR and the
amendment to the Land Use Element of the 2030 General Plan, and consider the approval
and first reading of a draft ordinance increasing the maximum density in the RM-3 High
Density Residential District from 30 to 30.5 units per acre.
17. Continued Public Hearing to Consider the Final Environmental Impact Report (EIR) for the
Henderson Commercial Development, amending the General Plan to reflect the Land Use
Designation for the site to Retail Centers and approving the Conditional Use permit for
PRC-2018-24-C
Re: Hold the continued public hearing to receive public comment, consider the certification
of the Final Environmental Impact Report (SCH #2023060320) for the Henderson
City Council Agenda September 16, 2025

Commercial Development Project, adoption of CEQA Findings and Statement of Overriding
Considerations, approval of a General Plan Amendment to change APN 246-240-020 from
Low Density Residential to Retail Centers, and approval of Conditional Use Permit PRC 2018-
024-C for a 92,060 square foot commercial center including a Type 21 off-sale alcohol
license.
18. Text Amendment to Porterville Municipal Code Chapter 21 Series 300, Article 305-Signs
Re: Hold the public hearing to receive public comments, and consider the approval and the
first reading of an ordinance amending Article 305 – Signs of the Porterville Development
Ordinance to streamline regulations, eliminate unnecessary requirements, and retain
provisions necessary to protect public health and safety

Re: Council consideration of the Employment Agreement Between the City of Porterville
and Richard Tree; and if approved, schedule ceremonial swearing in for the next regular
