CONSENT CALENDAR

1. Authorization to Sell Retired Police Service Dog and Purchase Replacement Police Service
Dog and Training
Re: Consideration to approve the sale of K9 "Neith "and the security kennel to Officer
Jasmine McAlister for the amount of $1.00; and approve the purchase of one new police
service dog and related training for two new canine handlers from Top Dog Training Center
for the amount of $31,754.38.
2. Authorization to Purchase and Upfit a Replacement Vehicle for the Fire Department
Re: Consideration to approve the purchase of one vehicle to replace Vehicle No. 2129, a
2009 Ford Expedition, at a cost not to exceed $85,000; authorize staff to complete the
upfitting of the new vehicle with emergency equipment and tools at a cost of $30,000 plus
applicable taxes and fees; and approve a ten percent (10%) contingency for the total project
cost, for a total amount not to exceed $126,500.
3. Authorization to Purchase Master Meter 4G Radio Read Parts and Meters
Re: Considering approval to purchase miscellaneous new meters, replacement meters,
and/or meter registers during the 2025-2026 Fiscal Year for an amount up to but not
exceeding $100,000.
4. Authorization to Purchase Water Shares or Surface Water for Groundwater Recharge
Re: Consideration to authorize the purchase of water shares or surface water during the
2025-2026 Fiscal Year in the amount of up to $1,500,000.
5. Authorization to Purchase Sewer Lift Station Replacement Pump Motors
Re: Considering approval of the purchase of replacement pumps from Flo-Line Technology
Inc. for an amount not to exceed $77,515 for the City of Porterville's Twenty-Four Lift
Stations for FY 25/26.
6. Authorization to Repair Transit Bus Transmission
Re: Consideration to authorize a transit bus repair by Saunders Automatic Service Inc. at a
cost not to exceed $12,965.
7. Authorization to Enter into Software License Agreement with EKOS Software
Re: Considering Approval to Enter into a five-year Software License Agreement with EKOS
Software for fuel system management in the amount of $43,920.
8. Approval to Renew Microsoft Office 365 Government G1 Software Subscription
Re: Consideration to approve the renewal of the Microsoft Enterprise Agreement for Office
365 Government G1 software subscription from CDW-G for a term of three years in the
amount of $130,800.24.
9. Re-Authorize Revised MOU to continue participation in Tulare-Kings County Regional
Hazardous Materials Team

Re: Consideration to re-approve the revised Memorandum of Understanding (MOU) with
the updated amendments to continue participation in the Tulare-Kings County Regional
Hazardous Materials Team (RHM Team) for a five-year term beginning July 1, 2025, and

10. Request for Will Serve Letter - 1520 E. Success Drive
Re: Considering approval of a resolution for water service for the future development of an
Accessory Dwelling Unit located at 1520 E. Success Drive.
11. Authorization to Roll Unpaid Utility Accounts to the 2025-2026 Property Tax Rolls
Re: Consideration to adopt the draft resolution authorizing the Tulare County Auditor to
place unpaid utility accounts on the 2025-2026 property tax rolls for collection.
12. Intent to Schedule a Public Hearing for the 2024/25 Consolidated Annual Performance
Evaluation Report (CAPER)
Re: Considering approval to schedule a public hearing to take place at a future city council
meeting in September 2025, to consider the 2024-2025 CAPER.
13. Approval of Community Civic Event - Kiwanis of Porterville - Mariachi Fest Market -
September 20, 2025
Re: Consideration to approve the Community Civic Event application submitted by the
Kiwanis of Porterville to hold the Mariachi Fest Market on Saturday, September 20, 2025,
at Veterans Park, from 10:00 AM to 7:00 PM.
14. Approval of Community Civic Event - Porterville Chamber of Commerce - ReDOiTT Block
Party - September 27, 2025
Re: Consideration to approve the Community Civic Event application submitted by the
Porterville Chamber of Commerce to hold the ReDOiTT Block Party on Saturday, September
27, 2025, at downtown Main Street, from 5:00 PM to 8:00 PM.
15. Authorizing FY 2025–26 State of Good Repair (SGR) Project
Re: Consideration to authorize the submittal of a funding request for Fiscal Year 2025–26
State of Good Repair (SGR) Program funds in the amount of $121,481.34 for Transit Center
renovations, including a digital message board, lobby improvements, and kiosk upgrades;
and approval of the associated resolution, Authorized Agent Form, and SGR Certifications
and Assurances.
16. Quarterly Investment Portfolio
Re: Consideration to accept the quarterly Investment Portfolio Summary Report.

18. Consideration of a Salary Range Adjustment for the Public Works Director Classification
