Lancaster Port Authority
Minutes of April 1, 2021 Meeting
A special meeting of the Lancaster Port Authority (LPA) was held via Zoom on Thursday, April 1, 2021.
Vice-Chairman Rick Wilkins called the meeting to order at 9:06 AM. LPA members in the Zoom meeting
were: Ron Burris, Dean DeRolph, Laura Tussing and Rick Wilkins. Port Authority and City staff in the
meeting were Mike Pettit, David Scheffler, Randall Ullom, Robert Wolfinger and Paul Martin.
Minutes:
Dean DeRolph made a motion to approve the minutes of the March 9 LPA Board meeting, Laura Tussing
seconded; the motion passed 4-0.
Action Items:
Resolution 2021-16 was introduced. This resolution authorized Mike Pettit to negotiate and execute a
contract with DSA Architects for plans related to the construction of offices in the Spec Building. Ron
Burris made a motion to approve Resolution 2021-16, Laura Tussing seconded; the motion passed 4-0.
Resolution 2021-17 was introduced. The resolution authorized Mike Pettit to enter into a contract with
Spence Environmental Consulting for a Phase 1 Environmental Assessment for 619 Mill Park Drive (the
Spec Building) for an amount not to exceed $2,100. Dean DeRolph made a motion to approve
Resolution 2021-17, Ron Burris seconded; the motion passed 4-0.
Resolution 2021-18 was introduced. The resolution authorized Mike Pettit to enter into a contract for
bid preparation services for the construction of offices at 619 Mill Park Drive (the Spec Building) for an
amount not to exceed $5,000. Laura Tussing made a motion to approve Resolution 2021-18, Dean
DeRolph seconded; the motion passed 4-0.
Being no further business, Ron Burris made a motion to adjourn, Dean DeRolph seconded; the meeting
adjourned at 9:16 AM.
