The Pottawatomie County Board of County Commissioners met in a regular meeting on Tuesday, October
14, 2025 at 9:00 a.m. The following members were present: Melissa Dennis, Chaiman, Abby Thompson
and Greg Rush, Members, Raeshel Flewallen, County Clerk, Stacy Bateman-Woods, ADA.
GUESTS- Shannon Adams, Pott Co Health Dept., Jason Seikel, PCSO, Suzie Campbell and Julie Talton,
Countywide & Sun, Jennifer Freeman, PCPSC, Thad Campbell, Pott Co Maint., Patricia Carter, Election
Board, Buzz McDonald, Warren Cat, Nickie Skaggs, Pott Co Admin., and Robin Ueltzen, Pott Co 911.
PUBLIC COMMENTS- No one addressed the Board under “Public Comments”.
UPDATE FACILITES MAINTENANCE- There were 55 work related tasks. Two work orders were
completed at Carter Hall. Courthouse resealing and roofing on election board has started.
UPDATE PUBLIC SAFETY CENTER- The current number of inmates is 322. There are 272 males and 50
females. Sixty were booked-in and 63 released. Two inmates were placed on safety observations.
UPDATE POTT CO 911- There are 20 address points created/edited. Ms. Ueltzen will be out this week
doing field work.
UPDATE POTT CO EM- An update was not given at today’s meeting.
UPDATE POTT COUNTY SHERIFF’S OFFICE- Mr. Seikel stated the individual making threats was in
custody and the individual that committed a homicide is also in custody.
BID- Mrs. Dennis made a motion to approve District 3 going out on bid for the Rock Creek School safety
project, Bid #25-26-4. Seconded by Mrs. Thompson the vote was: AYE- Thompson, Rush, Dennis.
A motion was made by Mrs. Dennis and seconded by Mr. Rush to approve going out on bid for Digital Ballot
Printing Services for the election board, Bid #25-26-5. The motion carried with the following vote: AYE-
Rush, Thompson, Dennis.
MINUTES- Mrs. Thompson made a motion to approve the special meeting minutes of September 23, 2025.
Seconded by Mrs. Dennis the vote was: AYE- Thompson, Dennis. Rush abstained.
A motion was made by Mr. Rush to approve the minutes of September 30, 2025. Seconded by Mrs.
Thompson the vote was: AYE- Rush, Thompson, Dennis.
Mrs. Dennis made a motion to approve the minutes of October 7, 2025. Seconded by Mr. Rush the vote
was: AYE- Rush, Thompson, Dennis.
TRANSFERS OF APPROPRIATIONS- No transfers were submitted for approval at today’s meeting.
BLANKET PURCHASE ORDERS- Mrs. Dennis made a motion to approve the blanket purchase orders.
Seconded by Mrs. Thompson the vote was: AYE- Thompson, Rush, Dennis.
POTT COUNTY BUDGET 2025/2026- A motion was made by Mrs. Dennis to approve the Pottawatomie
County budget for 2025/26. Seconded by Mrs. Thompson the vote was: AYE- Rush, Thompson, Dennis.
RESOLUTION- Mr. Rush made a motion to approve a resolution for the use of Use Tax. Seconded by Mrs.
Thompson the vote was: AYE- Thompson, Rush, Dennis. The money will be used at the discretion of the
Board of County Commissioners.
MEMORANDUM OF AGREEMENT- A motion was made by Mr. Rush to approve a Memorandum of
Agreement for Storage between the Pott County Health Department and Citizen Potawatomi Nation.
Seconded by Mrs. Thompson the vote was: AYE- Rush, Thompson, Dennis.
CHANGE ORDER- A motion was made by Mr. Rush and seconded by Mrs. Thompson to approve a change
order request for the construction of the canopy extension on the District 2 county barn, total $33,500.00.
The motion carried with the following vote: AYE- Thompson, Rush, Dennis.
TORT CLAIM- Mrs. Thompson made a motion to approve a tort claim for David M Mullican. Low quote
from Gerber Collision & Glass for $3470.95 was approved. Seconded by Mrs. Dennis the vote was: AYE-
Rush, Thompson, Dennis.
DISPOSAL RESOLUTIONS- A motion was made by Mr. Rush to approve the following Disposal

EXECUTIVE SESSION- At 9:28 a.m., Mrs. Thompson made a motion to enter Executive Session pursuant
to 25 O.S. § 307 (B)(3) for confidential communications between Board and its attorney concerning Board’s
consideration to purchase real property located at 19245 Industrial Drive and 19123 Industrial Park Dr.,
Shawnee, OK. Seconded by Mr. Rush the vote was: AYE- Rush, Thompson, Dennis.
At 10:11 a.m., Mrs. Thompson made a motion to exit Executive Session and re-enter Open Session.
Seconded by Mr. Rush the vote was: AYE- Rush, Thompson, Dennis.
Mrs. Dennis made a motion to move forward with the purchase of 19245 Industrial Drive and 19123
Industrial Park Drive, Shawnee, OK. Seconded by Mr. Rush the vote was: AYE- Rush, Thompson, Dennis.
ADJOURN- There being no further business Mrs. Thompson made a motion to adjourn. Seconded by Mrs.
Dennis the vote was: AYE- Thompson, Rush, Dennis. The meeting adjourned at 10:12 a.m.
