[PAGE 1] Finance Committee Meeting Minutes March 9, 2026 NEW RESOLUTIONS: Temp Res #32-26 Public Works Committee (Carr/Smiley) – 2 READINGS -Mr. Carr explained that this piece is to accept funds from Lancaster City Schools for their portion of the Arbor Valley Drive Improvement project. LDOT Superintendent Deitz added more about the project including the request for suspension. Questions around the table to ask about pedestrian safety in the design, total project costs and a request from Council to see the design plans. Temp Res #33-26 Safety Committee (Bizjak/Schoonover) – SUSPENSION -Mr. Bizjak explained that this LFD application for USDOT grant, if awarded, would allow for the installation of devices at intersections that would stop traffic at intersections for approaching safety vehicles. Chief Schultz answered Council questions on the total grant request of $800k with no local match and that LPD vehicles will be outfitted as well as LFD vehicles. Temp Res #34-26 Finance Committee (Schoonover/Sollie) – SUSPENSION -SSD Woody explained that this piece is for an application for a $10,000 AARP grant to provide portable handicapped ramps for use by local businesses who may not have handicap accessible spaces. Temp Res #35-26 Public Works Committee (Carr/Bizjak) – 3 READINGS -Mr. Carr introduced this Re-advertise for bids for 6th Ave bridge replacement project and invited City Engineer Shonk up to answer questions. Previous attempt only garnered one bid which was more than 20% over the engineer’s project estimate. The estimate amount has now been adjusted upward to an estimated $2.55 million from $2.4 million with hopes that the increase will result in a qualifying bid. Temp Res #36-26 Finance Committee (Schoonover/Ailes) – SUSPENSION -SSD Woody explained that this piece authorizes an application for Capital Budget grant funds in the amount of $500,000 that, if awarded, would be used by the Parks Department for restoration work on the Rising Park Shelter House. Question was asked about partial funding and if the project would move forward if so, which was unknown at this time. Temp Res #37-26 Finance Committee (Schoonover/Ailes) – SUSPENSION -SSD Woody explained that this authorizes an application for Federal grant through Congressman Balderson’s office. The City is looking at a water line project to complete a line loop heading up ST RT 188 towards Pleasantville. This project and grant request is $4 million. There is no other source of funds so without this grant the project won’t move forward. [PAGE 2] NEW ORDINANCES: Temp Ord #5-26 Finance Committee (Schoonover/Sollie) – 3 READINGS -Law Director Hall explained this piece as the need for addition of a temporary Assistant Prosecutor position in her office. This is needed due to one prosecutor planning to semi-retire and another will be out for a significant period of time on FMLA. This new position will allow for the hiring of a new prosecutor and a training period before the retirement and FMLA leave of the 2 current prosecutors. Temp Ord #6-26 Law Committee (Smiley/OGG) – 3 READINGS -Law Director Hall explained that this piece allows for a lease amendment with Park National Bank for City property at the corner of Memorial Drive and Edgewood Ave. DEPARTMENT UPDATES: -Stephanie Bosco announced that Casto was awarded a $1 million grant for their housing development project on Sheridan Dr. This is a new State program through the Department of Development with this being the first round of funding with this project in Lancaster being one of just five awarded in the State. -SSD Woody announced that there would be a Red Cross blood drive at City Hall tomorrow, March 10th.
