Floyd County Board of Supervisors Meeting
January 2, 2026, 9:00 AM
The Floyd County Board of Supervisors met for the annual organizational meeting in the Board Room of
the Floyd County Courthouse Supervisors Boyd Campbell, Gloria Carr, and Frank Rottinghaus were in attendance.
Carr/Rottinghaus moved to approve the agenda as presented. Motion carried 3-0.
Public comment: None.
Rottinghaus/Carr moved to appoint Gloria Carr as chairperson for the Board of Supervisors for 2026.
Motion carried 3-0.
Carr/Rottinghaus moved to appoint Frank Rottinghaus as the vice chair of the Board of Supervisors to
conduct meetings in the absence of the Chair. Motion carried 2-1. Campbell opposed.
Rottinghaus/Campbell moved to approve the December 23, 2025 meeting minutes. Motion carried 3-0.
Rottinghaus/Campbell moved to hold regular board meetings on Tuesdays at 9:00 a.m. in the courthouse
board room, subject to change. Motion carried 3-0.
Campbell/Rottinghaus moved to approve Supervisor appointments. Motion carried 3-0. Appointments are

Campbell/Rottinghaus moved to name the Charles City Press and Nora Springs-Rockford Register as the
official county newspapers per Iowa Code 349.1. Motion carried 3-0.
Campbell/Rottinghaus moved to approve Todd Schriever as the Floyd County Veteran Affairs Executive
Director for 2026 per Iowa Code 35B.6(1)(a). Motion carried 3-0.
Rottinghaus/Campbell moved to appoint Sharon Enabnit as a City representative and JR Ackley as the
non-elected representative to the NIACOG Board. Motion carried 3-0.
Rottinghaus/Campbell moved to appoint Patrick Gebel to the NIACOG Revolving Loan Fund Committee.
Motion carried 3-0.
Rottinghaus/Campbell moved to appoint Conservation Director Adam Sears to the Map21 Enhancement
Board and the County Engineer Adam Miller and assistants to the county engineer as alternates to the Map21 Tech
Board. Motion carried 3-0.
Campbell/Rottinghaus moved to appoint County Engineer Adam Miller to the Cedar Valley
Transportation Center Joint Board and assistants to the county engineer as alternates. Motion carried 3-0.
Rottinghaus/Carr moved to approve Supv Campbell as power of attorney for Floyd County business with
Farm Service Agency for 2026. Motion carried 3-0.

Rottinghaus/Campbell moved to approve Gloria Carr, Board of Supervisor Chair and Morrigan Montagne,
Floyd County Auditor as Authorized Business Officers for County Visa Credit Cards and Montagne and Amanda
Theilen, Auditor’s Assistant to manage and make changes to the eZBusiness account. Motion carried 3-0.
Rottinghaus/Campbell moved to approve the Floyd County Investment Policy, with no changes signed
January 2, 2024. Motion carried 3-0.
Rottinghaus/Carr moved to approve Res #01-26* Naming Depositories for 2026 for the Treasurer, Sheriff,
and Recorder: the Floyd County Board of Supervisors of Floyd County, Iowa, approves the following list of
financial institutions to be the depositories of Floyd County funds in conformance with the provisions of the Iowa
Code. County officials are hereby authorized to deposit Floyd County funds in amounts not to exceed the
maximum approved for each respective financial institution as set out below. The Depositories and allowable
amounts for the offices are as follows: County Treasurer-First Security Bank & Trust, Charles City-$36,000,000,
and Two Rivers Bank, Burlington-$75,000; County Sheriff-First Security Bank & Trust, Charles City-$500,000;
County Recorder-First Security Bank & Trust, Charles City-$80,000. Roll call vote – Ayes: Carr, Rottinghaus.
Campbell obtained; motion carried 2-0.
Rottinghaus/Campbell moved to approve Res #02-26* Number and Appointments of Deputies, Assistants,
and Clerks: The Floyd County Board of Supervisors, under Iowa Code §331.903.1, set staffing levels and approved
appointments for elected officials’ offices effective January 2, 2026: Auditor: 1 assistant, 2 full-time clerks, 1 part-
time clerk. Attorney: 1 part-time assistant attorney, 2 full-time clerks, 1 part-time clerk. Treasurer: 4 full-time clerks,
1 part-time clerk. Sheriff: 11 deputies, 2 clerks, 1 jail administrator, 8 jail staff. Recorder: 1 full-time clerk, 1 part-
time clerk. Specific staff names were appointed to these positions. Roll call vote – Ayes: Carr, Rottinghaus,
Campbell; motion carried 3-0.
Rottinghaus/Campbell moved to direct the auditor to publish gross wages for all county employees for
calendar year 2025 as part of these minutes. Motion carried 3-0.
Campbell/Rottinghaus moved to approved Res #03-26* Construction Evaluation Resolution: The Board
adopts a construction evaluation resolution under Iowa Code section 459.304(3), allowing the county to review and
recommend approval or disapproval of confinement feeding operation construction permits. This resolution requires
the board to evaluate all permit applications received between February 1, 2026, and January 31, 2027, using the
state’s master matrix, though recommendations may consider other factors. Adoption also enables the county to
contest Department of Natural Resources decisions on these applications. Roll call vote – Ayes: Rottinghaus,
Campbell, Carr. Motion carried 3-0.
Carr/Campbell moved to appoint Brian Tiedeman to the Civil Service Commission to fill the remainder of
the 6 year term ending 6/30/2031. Motion carried 3-0.
Rottinghaus/ Campbell moved to appoint Dr. Scott Hansen to the Health Board for a 3-year. Motion
carried 3-0.
Future agenda items: Washington Watershed, DD18, and Nuisance lawsuit.
The Board took a recess at 9:50am – 10:00am.
The Board conducted FY26 budget reviews for the following departments: Board of Supervisors, Clerk of
Court, Courthouse, Recorder, and Sheriff.

The Board continued budget reviews for the following departments: Attorney, Veterans Affairs, Weed
Commissioner, Road Clearing, Sanitary Disposal, and Engineer.
Campbell/Rottinghaus moved to adjourn. Motion carried 3-0.
