In light of the city's new Climate Action Plan being considered tonight, increasing the amount of green space available for nature, recreation and stormwater management are high priorities for local residents. Further, in light of Sustainable Hyattsville's recent court victory on this project, the City should have an improved negotiating position to get Werrlein to agree to a more reasonable cost for the land acquisition. I recognize that the City has multiple demands on its finances, but I believe that this purchase will pay off in the long run as climate change makes stormwater management even more crucial. I also believe that i) this land's real estate value has been outlandishly inflated by Werrlein, given that its development is and will always be limited by its position in the floodplain, and that ii) restoring the parcel's function as a working floodplain is crucial to protect the surrounding existing residences, park, roads, river, and Chesapeake Bay watershed. The previous disturbances of this parcel and of the now-developed upper lot by Werrlein have damaged the flow of stormwater both above- and below-ground. Werrlein has left the lower lot in a condition best described as "eyesore," with multiple construction hazards onsite, for YEARS, but the City of Hyattsville has failed to exert pressure on them to either remedy these burdens and/or to sell the lot. Werrlein acted similarly with the previous WSSC building on the upper parcel-- Hyattsville allowed them to neglect the site until residents were terrorized by its horrible condition. Why are we tolerating this next door to Driskell Park, the most important and valued green space in the city? We have all observed the worsening feast-or-famine precipitation patterns that are our new normal. I hope to never again see cars inundated next to this parcel, but that will continue and worsen unless this land is dedicated to ecological stormwater storage and management to cope with these new patterns. Failure to do so jeopardizes public resources such as the Park and roads.
