Their leaf collection concluded in mid-December, but they are still collecting leaf piles that were buried under the snow. Leaf piles should no longer be put out as the next collection does not begin until March 15. Any piles put out before then may result in citations. Village Trustee Eldahry – nothing to report. Village Trustee Howell – Happy New Year to all, and Happy One-Year Anniversary to our Municipal Center! The Arts Council is holding an open mic event on February 6 at the Municipal Center, which will include poetry, songs, and dance. Thank you to Mayor Mullen for appointing Trustee Howell as liaison to the Fire Department. For the month of December, they had 70 incidents which included 2 structure fires tied to cooking and electrical, 36 EMS, 8 motor vehicle collisions and residential alarms. Village Trustee Otondi – absent. Village Trustee Solomon – absent. Deputy Mayor Carpenter – Deputy Mayor Carpenter suggests hanging material on the walls to complete the one year move in of the Municipal Center. Item # 5 - Village Administrator’s Report: Due to the Martin Luther King Jr. holiday, there will be no garbage collection on Monday, January 19. The DPW will also be collecting Christmas trees curbside through January 31st. An update was provided on the North Pelham Watershed and Highbrook Avenue watershed flood mitigation projects. The Village is continuing to advance plans and specifications and is currently at the 30% design phase, with a goal of reaching 60% design by mid-February. A recent meeting was [PAGE 3] Village Board of Trustees Regular Meeting Tuesday, January 13, 2026 held with the New York State Department of Transportation, during which engineers reviewed both projects and discussed the Village’s request for easements for new stormwater outfalls. Additional coordination meetings are scheduled with Veolia and Con Edison, and project coordination is ongoing. Item # 6 - Mayor’s Report Mayor Mullen reported that the NYCOM Legislative Director met with Westchester municipal officials to discuss shared statewide advocacy priorities, including SEQRA reform. He noted that work is underway on the Westchester Municipal Officials Association legislative agenda and that Governor Hochul is expected to propose significant SEQRA reforms in her upcoming State of the State address, which could benefit municipalities. Mayor Mullen also reported that he was appointed by Congressman Latimer to a Citizen Advisory Committee on intergovernmental matters and attended its first meeting. The committee is identifying challenges municipalities and nonprofits face with the federal government, including the grants process, and he plans to gather local input to inform its work. Finally, Mayor Mullen provided an update on the Wolfs Lane Corridor, noting receipt of a draft blight study and progress following the RFQ issued in May. Four developers were evaluated, and one has been tentatively identified as a preferred partner and is working with Village counsel on a proposed MOU outlining a planning partnership, with no specific project proposed at this time. Greg asked about the potential long-term implications of exceeding the tax cap and whether this could recur in future budgets in relation to the Village’s strategic planning. He noted that exceeding the tax cap is generally avoided, but explained that large, once-in-a-generation capital projects such as flood mitigation, may require a strategic, phased approach. Rather than issuing large bonds upfront, costs would be addressed incrementally year to year, which could result in several moderate tax increases exceeding the cap, rather than a single significant increase. Village Trustee Howell also noted that the Village budget is examined line by line, highlighting the careful review of expenses. She observed that much of the Village’s equipment, including vehicles for DPW, Fire, and Police, is well beyond its useful life, yet staff have extended its use to manage costs. She emphasized the Board’s awareness of taxpayer impacts and the ongoing effort to balance necessary expenditures with community financial pressures. Marilyn Hoyt, 110 Sixth Avenue: Marilyn Hoyt urged the Board to consider long-term municipal expenses beyond line-by-line budgeting, particularly in light of potential reductions in federal funding. She highlighted underutilized or costly Village properties, including the Sparks Avenue building, the community center, Town Hall, and large nonprofit-owned properties, suggesting they be evaluated for consolidation, repurposing, or potential revenue generation. Marilyn also recommended exploring Payment in Lieu of Taxes (PILOT) agreements with the Diocese for certain properties, emphasizing that addressing these larger, fixed expenses will be increasingly important for the Village’s financial sustainability. Mayor Mullen agreed on the importance of long-term planning for Village properties and efficient use of municipal land. He noted that the Town is considering options for the Town Hall and EMS facilities and that Sparks Avenue presents opportunities for redevelopment, expansion, or sale, though its condition and accessibility pose challenges. He also indicated that negotiating PILOT agreements with churches may be limited by federal law and beyond the Village’s authority.
