Item # 4 - Village Trustees’ Report:
Village Trustee Anderson – A quick thank you to the DPW for their thorough snow removal over the
holidays. Their leaf collection concluded in mid-December, but they are still collecting leaf piles that
were buried under the snow. Leaf piles should no longer be put out as the next collection does not
begin until March 15. Any piles put out before then may result in citations.
Village Trustee Eldahry – nothing to report.
Village Trustee Howell – Happy New Year to all, and Happy One-Year Anniversary to our Municipal
Center! The Arts Council is holding an open mic event on February 6 at the Municipal Center, which
will include poetry, songs, and dance. Thank you to Mayor Mullen for appointing Trustee Howell as
liaison to the Fire Department. For the month of December, they had 70 incidents which included 2
structure fires tied to cooking and electrical, 36 EMS, 8 motor vehicle collisions and residential alarms.
Village Trustee Otondi – absent.
Village Trustee Solomon – absent.
Deputy Mayor Carpenter – Deputy Mayor Carpenter suggests hanging material on the walls to
complete the one year move in of the Municipal Center.
Item # 5 - Village Administrator’s Report:
Due to the Martin Luther King Jr. holiday, there will be no garbage collection on Monday, January 19.
The DPW will also be collecting Christmas trees curbside through January 31st.
An update was provided on the North Pelham Watershed and Highbrook Avenue watershed flood
mitigation projects. The Village is continuing to advance plans and specifications and is currently at
the 30% design phase, with a goal of reaching 60% design by mid-February. A recent meeting was

held with the New York State Department of Transportation, during which engineers reviewed both
projects and discussed the Village’s request for easements for new stormwater outfalls. Additional
coordination meetings are scheduled with Veolia and Con Edison, and project coordination is
ongoing.
Item # 6 - Mayor’s Report
Mayor Mullen reported that the NYCOM Legislative Director met with Westchester municipal officials
to discuss shared statewide advocacy priorities, including SEQRA reform. He noted that work is
underway on the Westchester Municipal Officials Association legislative agenda and that Governor
Hochul is expected to propose significant SEQRA reforms in her upcoming State of the State address,
which could benefit municipalities.
Mayor Mullen also reported that he was appointed by Congressman Latimer to a Citizen Advisory
Committee on intergovernmental matters and attended its first meeting. The committee is identifying
challenges municipalities and nonprofits face with the federal government, including the grants
process, and he plans to gather local input to inform its work.
Finally, Mayor Mullen provided an update on the Wolfs Lane Corridor, noting receipt of a draft blight
study and progress following the RFQ issued in May. Four developers were evaluated, and one has
been tentatively identified as a preferred partner and is working with Village counsel on a proposed
MOU outlining a planning partnership, with no specific project proposed at this time.

Greg Spock, 24 Fraser Street: Greg Spock urged the Board to explore opportunities to reduce expenditures
where possible, noting recent cost-cutting measures taken by Westchester County. He also cited external cost
pressures, including recent school tax increases and anticipated utility rate increases from Con Edison. Greg
asked about the potential long-term implications of exceeding the tax cap and whether this could recur in
future budgets in relation to the Village’s strategic planning.

Mayor Mullen responded that the Village budget is reviewed line by line each year, with an emphasis on
controlling costs and identifying savings despite ongoing pressures such as retirement costs. He noted that
exceeding the tax cap is generally avoided, but explained that large, once-in-a-generation capital projects such
as flood mitigation, may require a strategic, phased approach. Rather than issuing large bonds upfront, costs
would be addressed incrementally year to year, which could result in several moderate tax increases exceeding
the cap, rather than a single significant increase.
Village Trustee Howell also noted that the Village budget is examined line by line, highlighting the careful
review of expenses. She observed that much of the Village’s equipment, including vehicles for DPW, Fire, and
Police, is well beyond its useful life, yet staff have extended its use to manage costs. She emphasized the
Board’s awareness of taxpayer impacts and the ongoing effort to balance necessary expenditures with
community financial pressures.
Marilyn Hoyt, 110 Sixth Avenue: Marilyn Hoyt urged the Board to consider long-term municipal expenses
beyond line-by-line budgeting, particularly in light of potential reductions in federal funding. She highlighted
underutilized or costly Village properties, including the Sparks Avenue building, the community center, Town
Hall, and large nonprofit-owned properties, suggesting they be evaluated for consolidation, repurposing, or
potential revenue generation. Marilyn also recommended exploring Payment in Lieu of Taxes (PILOT)
agreements with the Diocese for certain properties, emphasizing that addressing these larger, fixed expenses
will be increasingly important for the Village’s financial sustainability.
Mayor Mullen agreed on the importance of long-term planning for Village properties and efficient use of
municipal land. He noted that the Town is considering options for the Town Hall and EMS facilities and that
Sparks Avenue presents opportunities for redevelopment, expansion, or sale, though its condition and
accessibility pose challenges. He also indicated that negotiating PILOT agreements with churches may be
limited by federal law and beyond the Village’s authority.
Village Trustee Anderson expressed appreciation for the discussion on long-term planning and alternative
revenue ideas. She emphasized taking the tax levy seriously and noted support for exploring creative ways to
offset costs, while maintaining a line-by-line review to minimize the burden on taxpayers.

Item # 9 – Resolution Adopting Local Law No. 1 of 2026 to Override the Real Property
Tax Levy Limit Established in General Municipal Law § 3-c
Whereas, the Board of Trustees of the Village of Pelham has proposed a local law to override the
limit on the amount of real property taxes that may be levied by the Village of Pelham pursuant to
General Municipal Law §3-c, and to allow the Village of Pelham to adopt a budget for the fiscal year
commencing June 1, 2026, that requires a real property tax levy in excess of the “tax levy limit” as
defined by General Municipal Law §3-c; and
Whereas, the Board of Trustees of the Village of Pelham has determined that the adoption of the
local law is a Type II Action and are therefore not subject to the requirements of the State
Environmental Quality Review Act (“SEQRA”) and;
Whereas, a notice of public hearing was duly advertised in the Journal News, the official newspaper
of the Village of Pelham; and
Whereas, said public hearing was held on January 13, 2026, at or about 8:00 p.m. at the Municipal
Center, 200 Fifth Avenue, Pelham, NY and all parties in attendance were permitted an opportunity to
speak on behalf of or in opposition to said to proposed local law or any part thereof.
Now, therefore, be it resolved, as follows:
1. The Board of Trustees hereby adopts Local Law No. 1 of 2026 of the Village of Pelham which
allows the Village of Pelham to adopt a budget for the fiscal year commencing June 1, 2026, that
requires a real property tax levy in excess of the tax levy limit as defined by General Municipal Law §
3-c;
2. The Board of Trustees directs the Village Clerk to prepare said Law for filing with the Secretary of
State.

Be it resolved, that the Board of Trustees of the Village of Pelham hereby confirms the Mayor’s
appointment of Anmol S. Sandhu, of Elmont, New York, to the position of Police Officer (4th Grade)
Job Class Code 0134-01, effective Monday, January 19, 2026, at an annual salary of $84,190.00,
subject to the requirements of Westchester County Civil Service, the current Village of Pelham Police
Benevolent Association Collective Bargaining Agreement, Village of Pelham Employee Handbook, the
Unconsolidated Laws of New York State and any other applicable regulations in place and for a
probationary period of one (1) year; and
Be it further resolved, that the Village Administrator is authorized to take the necessary actions to
effect this appointment.

Whereas, by Resolution adopted on July 8, 2025, the Village Board of Trustees appointed Giana
Pizzutiello to the position of Deputy Village Clerk (Part-Time); and
Whereas, the Village Board of Trustees wishes to appoint Giana Pizzutiello from her current position
of Deputy Village Clerk (Part-Time) into the position of Deputy Village Clerk (Full-Time), effective and
retroactive to January 5, 2026.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham hereby
confirms the Mayor’s appointment of Giana Pizzutiello from the position of Deputy Village Clerk (Part-
Time) to the position of Deputy Village Clerk (Full-Time), effective and retroactive to January 5, 2026,
at an annual salary of $50,000, subject to the requirements of the New York Civil Service Law, the
Westchester County Civil Service Rules, and the Village of Pelham Employee Handbook and any other
applicable regulations in place and for a probationary period of minimum twelve (12) weeks to a
maximum of fifty-two (52) weeks; and
Be it further resolved, that the Village Administrator is authorized to take the necessary and

Item # 12 - Resolution Authorizing the Renewal of an Agreement between the County of
Westchester and the Village of Pelham for the Removal of Snow and Ice on Westchester
County Roads Located in the Village of Pelham
Whereas, Westchester County owns 0.49 lane miles of road along a portion of Lincoln Avenue within
the Village of Pelham; and
Whereas, Westchester County desires to obtain services for snow and ice removal from these roads
in order to provide reasonable passage and movement of vehicles; and
Whereas, in the interest of public safety, the Village of Pelham has historically provided this service
to Westchester County through various Inter-Municipal Agreements (“IMAs”); and
Whereas, the current Westchester County IMA has a five (5) year term which expired on September
30, 2025, and the County has subsequently proffered another five (5) year IMA for the identical
services, as per the attached IMA; and
Whereas, the reimbursement rate received from Westchester County for services rendered by the
Village shall be in accordance with Schedule “B” of the attached IMA.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham hereby
authorizes the Village Administrator to execute the attached Inter-Municipal Agreement between the
Village of Pelham and Westchester County for snow and ice removal services for the period of
October 1, 2025 to September 30, 2030, on County-owned roads located in the Village of Pelham.

Code of the Village of Pelham in relation to Affordable Housing; and
Whereas, the Board of Trustees of the Village of Pelham has determined that the adoption of the
Local Law is a Type II Action and are therefore not subject to the requirements of the New York
State Environmental Quality Review Act (SEQRA); and
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham hereby calls
for a Public Hearing on Tuesday, January 27, 2026, at 8:00 p.m. or soon thereafter on a proposed
local law to add a new Chapter re: Affordable Housing. This meeting will be held at 200 Fifth Avenue,

at night, particularly with pets, due to recent sightings of coyotes in and around the Village and
nearby areas. She recommended using well-lit, more populated streets and remaining aware of
