Regular Meeting Minutes
Monday, April 6, 2026 – 6:00 PM
1. Call to Order & Welcome
The Stanly County Board of Commissioners (the “Board”) met in regular session on
Monday, April 6, 2026 in the Gene McIntyre Meeting Room, Stanly Commons. Chair
Efird called the meeting to order at 06:00 PM with Vice Chair Lawon giving the
invocation and leading the Pledge of Allegiance.

2. Approval / Adjustments to the Agenda
With no amendments to the agenda, Commissioner Crump moved to approve it as
presented. Commissioner Hatley seconded the motion, which passed by unanimous
vote.

A. Proclamation Declaring April 26 - May 2, 2026 as National Apprenticeship

Stanly Community College and its partners requested Board adoption of a proclamation declaring
April 26 – May 2, 2026, as National Apprenticeship Week in Stanly County. This initiative aims to
raise awareness of the apprenticeship program and its benefits to our community.
Following the presentation, Mrs. Lowder responded to specific questions regarding the
apprenticeship program and the intern selection process.
Commissioner Crump moved to approve the proclamation as presented. Commissioner Mills
seconded the motion, which passed by a 7-0 vote.

B. Public Hearing - Economic Development Incentive Grant
Presenter: Elizabeth Kazimir, EDC Director
The purpose of the public hearing was to invite comment on a proposed economic development
incentive for Project NORRAD, an existing company located in Norwood.
The company plans to invest a total of $28.164 million in real property improvements, machinery,
and equipment. This project is expected to create thirty (30) new jobs with an average annual
salary of $50,083 over the next three (3) years.
Following brief discussion, Chair Efird declared the public hearing open. With no one coming
forward, the public hearing was closed.
Commissioner King moved to approve the economic incentive grant equal to 75% of new taxes for a
period of ten (10) years. This approval is subject to the company meeting the minimum investment
of $28.164 million and the creation of thirty (3) new jobs over the next three (3) years. Commissioner
Crump seconded the motion, which carried by unanimous vote.
C. Authorizing Resolution for Project NORRAD Building Reuse Project
Presenter: Elizabeth Kazimir, EDC Director
Following the public hearing and approval of the economic incentive grant, it was requested the
Board approve the authorizing resolution for Project NORRAD.
This resolution demonstrates the Board's support for the company’s application for a Building
Reuse Grant from the North Carolina Department of Commerce. If approved, it will authorize staff
to execute all necessary application and reporting documents required for the grant.
Following brief discussion, Vice Chair Lawhon moved to approve the authorizing resolution in
support of Project NORRAD's application, seconded by Commissioner Hatley and carried by 7-0
vote.

D. Stanly Water & Sewer Authority Member Appointments
Presenter: Clinton Hinson, Utilities Director
The terms for two (2) members of the Stanly Water & Sewer Authority (SWSA) , Mr.
Curtis Furr and Mr. Stan Leggett, expired on January 3, 2026. Both have expressed
their willingness to continue serving if reappointed and have submitted updated
applications.
All eligible applications were included in the agenda packet for Board review.
Commissioner Hatley moved to reappoint Mr. Curtis Furr and Mr. Stan Leggett, for three
(3) year terms ending January 3, 2029. The motion was seconded by Vice Chair
Lawhon and carried by unanimous vote.
E. Proclamation: Child Abuse Prevention Month April 2026
Presenter: Dolly Clayton, Human Services Director
For Board consideration, Director Clayton presented a proclamation declaring April 2026 as Child
Abuse Prevention Month.
Following the presentation, Director Clayton addressed questions regarding the current number of
children in foster care within the county. She also provided information on the programs and support
systems available for foster children who reach the age of 18 and age out of the system.
Prior to the vote, Commissioner Crump commended Director Clayton on being recently chosen by
the Sheriff's Office as a local Hometown Hero.
Commissioner King moved to approve the proclamation, noting how unfortunate it is when such a
proclamation is needed and encouraged the community to get involved. Commissioner Hatley
seconded the motion, and it passed with a 7-0 vote.

6. Board Comments, Announcements & Committee Reports
Vice Chair Lawhon reported that 55 new residential building permits were issued in
March 2026. This represents an increase of 21 permits over last year, or a 62%
increase. Additionally, both the average permit value and home value have increased
compared to the previous year.
Commissioner Mills acknowledged the ongoing conflict in Iran and noted that several of
his former students are currently deployed to the Middle East. He requested that
everyone keep them in their thoughts and prayers for their safety and protection.
Chair Efird announced that the NCACC Annual Conference will be held in Durham
County this August and to notify the Clerk if you are interested in attending.
7. Recess
At 6:25 p.m., Chair Efird recessed the meeting until Thursday, April 16th, for a joint
meeting with the Stanly Community College Board of Trustees in the Dennis
Community Room on the Stanly Community College campus.
