Meeting Minutes
Tuesday, April 7, 2026
A regular meeting of the Planning and Zoning Commission was called to order at 4:30 p.m. by chair R.D.
Keep at 220 South Market Street, Oskaloosa, Iowa.
1. Roll Call
Present: R.D. Keep, Pamela Blomgren, Jake Huyser, Scott Moore, Steve Scholtus, Joe Warrick,
Kelsey Veldhuizen
Absent: none
Staff: Shawn Christ, Sean Murphy
Others: none
Shawn Christ noted prior to roll call that Judy Groenendyk resigned from the commission.
2. Approval of the Minutes. With no corrections, it was moved by Huyser, seconded by Blomgren,
to approve the March 3, 2026 meeting minutes. Motion carried unanimously.
3. Citizens to be Heard. None.
4. Street and Alley Vacations
A. Consider a request for the vacation and sale of the 143.8 foot by 66 foot east-west
segment of 2nd Avenue West adjacent to 215 South D Street. Sean Murphy reviewed
the application. Industrial Development, LLC has proposed improvements to 1st Avenue
West which includes them deeding property along the north side of 1st Avenue West to
the city for right-of-way and have requested this dead-end remnant of 2nd Avenue West
in exchange. An owner survey was not completed because all surrounding property is
owned by the applicant. Following discussion it was moved by Scholtus, seconded by
Blomgren, to recommend approval of the application. Motion carried unanimously.
5. Other business. An Introduction to Planning & Zoning workshop will be held Monday, May 11
from 5:30 to 8:30 pm at the Oskaloosa Public Library. The training is mandatory for any P&Z and
BOA member who has not participated in the workshop in-person, and a good refresher for
others. A light dinner will be provided.
6. Reports. The Board of Adjustment approved a Conditional Use Permit for Hubbell Realty’s
Westgate Townhomes. The development will include 48 two-story townhome apartments with
off-street parking. Construction is expected to begin this year.
7. Adjournment. With no other business it was moved by Huyser and seconded by Warrick to
adjourn at 4:40 pm. Motion carried unanimously.
