A. Motion to approve the following personnel matters.
Accept the resignation of Jordan Galvin as full-time Investigator effective July 31, 2025.
Hire Darren Cuevas as a part-time Bailiff to be paid out of the Justice Court's budget effective July
23, 2025.
Hire Carson Krieger as a full-time Correctional Officer effective July 23, 2025.
B. Motion to accept the attached Memorandum of Understanding between 290 Military Police Brigade
(290 MP BDE) and Pearl River County Sheriff's Office.
5) Central Dispatch:
A. Motion to approve the hiring of Aubrey Nicole Smith effective July 24, 2025.
6) Circuit Clerk:
A. Motion to acknowledge Writ of Election dated July 7, 2025 for a Special Republican Primary
Runoff Election to be held on Tuesday, November 4, 2025 for the position of Tax
Collector/Assessor of Pearl River County, Mississippi.
B. Motion to acknowledge Order Setting Compensation for Staff Attorney (Matthew W. O'Quain)
dated June 17, 2025.
C. Motion to acknowledge Order Setting Compensation for Court Administrator (Nick Tremonte)
dated June 17, 2025.
D. Motion to acknowledge Order (Setting Compensation for Victim Assistance Coordinator, Jeffrey
Caillouet) dated July 14, 2025.
E. Motion to Acknowledge Report of the Grand Jury dated July 11, 2025.
7) County Administrator:
A. Motion to execute the attached Order of the Board of Supervisors regarding 2025 Real and Personal
Property Assessment Rolls Form 60-600 and advertise that said roles are ready for inspection.
B. Motion to authorize the reimbursement to Pearl River County Utility Authority in the amount of
$88,030.04 for request # 6 on the following project: MCWI ARPA Project No. 254-2-CW-5.5 for
the Millard Jail Wastewater Treatment Facility improvements.
C. Motion to authorize the President to execute the reimbursement request for Pearl River County
Utility Authority in the amount of $26,618.41 for request # 6 on the following project: MCWI
ARPA Project No. 430-2-CW-5.5 for the I-59 Exit 10 Sewer Extension Project.
D. Motion to approve the following transfer of funds:

1. Transfer from the General Fund to COVID-19 Recovery Funds in the amount of
$463,310.97. This is to cover the matching portion of the grant with the PRCUA for the Jail
System Upgrade and Exit 10 Sewer project.
2. Transfer from the Election Support Fund to the General Fund in the amount of $79,922.64.
This is to cover election expenditures paid from the general fund.
8) County Engineer:
A. Motion to authorize payment for HSIP-0055-00(043)LPA109557-711000 - Contractor's Progress
Estimate No. 3.
9) Tax Assessor/Collector:
A. Motion to approve disposal of records per State of MS retention schedule.
B. Motion to approve online recertification for Wesley Mitchell for remote pilot on July 17, 2025. This
is an online class that has no cost.
C. Motion to approve deletions of 2025 homestead applicants for stated reasons.
10) Consent Agenda Items:
A. Motion to acknowledge the proposed amendment to the Forrest County Solid Waste Plan.
B. Motion to approve the petition to establish the Dedeaux Family cemetery.
C. Motion to approve the Poplarville School District 16th Section residential lease for Jonathan Curtis
Amacker and Abbey F. Amacker.
11) Grants Administration:
A. Motion to accept the donation of a utility trailer from Keep Mississippi Beautiful valued at
$2,800.00. The utility trailer will have the Keep Mississippi Beautiful logo on one side and the Keep
Pearl River County Beautiful logo on the other side.
B. Motion to accept and sign the Close Out form for the Sheriff's Department's completed work
through the FY22 MS Homeland Security Operation Stone Garden Grant.
C. Motion to authorize and sign all necessary documents for the Sheriff's Office to request
reimbursement through the Patrick Leahy Bulletproof Vest (BVP) Grant with a Waiver of
Justification. The BVP Grant typically covers 50% of the cost of vests; however, by submitting a
waiver with the reimbursement request, it is possible to receive reimbursement for the full amount.
The total cost of the 21 stab vests for the Correctional Officers is $13,108.04.
12) Travel:
A. Motion to approve Fire Marshal Jonathan Head to attend the National Fire Academy Fire
Investigation: Fire as a Weapon course at the City of Jackson Fire Training Academy in Jackson,
MS on August 12-13, 2025. There is no cost for the class. A one-night hotel stay is required:
Holiday Inn $171.30.
B. Motion to approve the training and reimbursement of costs associated with the following training:
Neil Dugas, Artis Garcia and Donnie Saucier to the Advanced Narcotics Techniques Class on
October 29–30, 2025 at IP Casino and Resort in Biloxi, MS.
The cost is free and all three will travel in a county-assigned vehicle.
13) Monthly Reports:
A. Motion to spread upon the minutes the AAA Ambulance Service Report for May 2025.
B. Motion to spread upon the minutes Building Permits Report for June 2025. The Department of
Planning & Development, Building Division issued 220 permits for the period of June 1-30, 2025.
The 220 permits generated $31,095.00 in revenue for the County.

C. Motion to spread upon the minutes the Justice Court Monthly Report for June 2025.
D. Motion to spread upon the minutes the Fire Marshal Activity Report for June 2025.
E. Motion to spread upon the minutes the meals served to inmates at the Lenoir Rowell Criminal
Justice Center along with the Summit invoices for June 2025.
F. Motion to spread upon the minutes the Animal/Litter Control Monthly Report for July 2025.
G. Motion to spread upon the minutes the Building Inspections Monthly Report for July 2025.
H. Motion to spread upon the minutes the Road Department Monthly Report for July 2025.
I. Motion to spread upon the minutes the County Administrator's monthly report for June 2025
including receipts and disbursements.
14) Road Department:
A. Motion to approve additional School Bus Turnarounds for the Poplarville School District for the
2025-2026 school year.

B. Motion to acknowledge the request from the Road Department for the supervisors to compile their
list of roads to be paved for the 2025-2026 paving season.
C. Motion to approve updates to the road paving list and paving order of completion for 2025.
D. Motion to approve and accept the application to hire David Scott Stockstill as a full-time truck
driver. Effective start date to be between July 24-30, 2025.
15) Economic Development:
A. Public hearing for the purpose of discussion and feedback regarding the Tax Increment Financing
Plans for the Picayune Redevelopment Projects for Exit 10, Highland Parkway & Frontage Road,
and Price's Creek Investment.
B. Motion to approve the attached resolution, approving the adoption of and implementation of the Tax
Increment Financing Plan, Picayune Redevelopment Project Exit 10.
C. Motion to approve the attached resolution, approving the adoption of and implementation of the Tax
Increment Financing Plan, Picayune Redevelopment Project Highland Parkways & Frontage Road.
D. Motion to approve the attached resolution, approving the adoption of and implementation of the Tax
Increment Financing Plan, Picayune Redevelopment Project Price's Creek.
E. Motion to approve an Ad Valorem Tax Agreement with Pearl River Energy, LLC. for a tax
abatement pursuant to MCA 27-31-104 "Fee-in-Lieu" Statue for an Renewable Energy Project as
per the attached agreement.
