Tonight we recognize two individuals who serve the village of Elmwood Park and the Elmwood Park Police Department with dignity and professionalism. These two auxiliary officers are Angel Robles and David LaPuma. I'd like to express my sincere gratitude to newly retired auxiliary officer Angel Robles for his 25 years of service to our department. Angel started as an Elmwood Park auxiliary officer on December 19th, 1999. His dedication and loyalty to our community will be missed. Angel always performed his duties in a professional and friendly manner. I wish him all the best in his future endeavors. I would also like to express my sincere gratitude to retired auxiliary officer David LaPuma for his service to our department. Although his tenure as an auxiliary officer was unexpectedly cut short, his dedication to duty will be missed. I wish him all the best in the future. First of the year, all the events are starting to come out. The Leiden Township Charitable Foundation Wild Game Dinner is two weeks from tonight at Elmcrest Banquets. Tickets are available by visiting the township website or the village website. They'll have information as well. The Grand Chamber by O'Hare Installation Dinner is on January 31st. It's one of the largest fundraisers of the year where all the new business owners and members are welcome for another term. There's some great honorees as well. And our own Elmwood Park seniors have published a senior calendar for their events for the year. They have several different events, including St. Patrick's Day celebrations, a beach party in June. So please check our village website for that calendar. Thank you, Mr. President. From our school district, all of the buildings were busy before the winter holiday, especially the high school, career night, FASFA night. But one thing that stood out was for the first time, Elmwood Park High School offered a test. It's called... ASVAB, maybe called ASVAB, I'm not sure, but it stands for Armed Services Vocational Aptitude Battery. And this is for juniors and seniors interested in military careers. So that was something good for our kids for the first time. Thank you. Thank you. No report, Mr. President. Mr. President, I'd just like to report that the Finance Committee met this evening, reviewed the bills and vouchers for the month of January, No report, Mr. President. No report, Mr. President. Mr. Volpe. Mr. President, the Board will be asked to ratify my execution of a proposal from the Fun Ones to install a 32-by-60-foot refrigerated ice rink with tall boards and two hinged doors. As you know, the ice rink and chiller were installed at Central Park. about three weeks ago, and people both young and old have been enthusiastically skating at the new rink. The rink is open from 8 a.m. to 9 p.m. each day. Visitors skate at their own risk. We ask all to check for the green flag, which, when raised, indicates that skating is permitted. The rink will be dismantled toward the end of March and will be safely stored and reinstalled in November. We expect that the rink will last approximately 10 years. The total cost was $79,995. The board will be asked to approve of a contract to purchase 1614 North 73rd Avenue. The purchase price is $395,000, which is consistent with the appraised value provided by Michael Grimes. The closing date shall be on April 7, 2025. Once acquired, the village will take the steps necessary to demolish the existing structure and build another public parking lot. As previously discussed, the Village will pursue a loan from the Illinois Environmental Protection Agency under its Illinois Public Water Supply Loan Program. The funding will be used to further the replacement of lead water services with copper. The Board will consider a required resolution to authorize my signing and filing of the loan application and all required forms and documents. The loan application is in the amount of $3,958,500. The board will be asked to authorize the disposal of four obsolete vehicles via auction. Vehicles have exceeded their expected life and are no longer useful to the village. Retail establishments are required to stop selling packaged goods at 10 p.m. However, they are able to remain open for business until 11 p.m. The inconsistency has caused confusion and dissatisfaction with customers, so the board will consider an ordinance tonight to allow for the sale of packaged goods until 11 p.m., which is consistent with the required closing time. The board will consider an advertising proposal from WGN Radio 720. If approved, the commercials will highlight the taste of Homewood Park and will run from July 21st through August 10th, 2025. A total of 42 commercials plus a two-minute interview are included in the proposal at a cost of $4,550. The board will consider a proposal from Platinum Pool Care to remove and replace the existing Pentair pool. Heater, the new heater will be professionally installed and connected to our existing gas, electric, and water, and venting. The total cost is $25,385. As you know, the village ordered a new ambulance using a remount process where a refurbished box is mounted to a new chassis. We expect the ambulance will be ready in the next few months. The board will consider a proposal from Stryker to provide a new power load system for the new ambulance. Power load system assists the paramedics when transporting patients. Among other things, the power load system is known to reduce the risk of employee injuries. The total cost is $53,157.36. The Board will consider a proposal from Christopher Burke Engineering for the design and engineering of the 2025 Street and Alley Program. For another consecutive year, the Village will invest MFT money into the resurfacing of its streets and the rebuilding of certain alleys. The 2025 program will resurface over two miles of streets and reconstruct four alleys. The streets and alleys were selected based on a condition assessment performed by Christopher Burke Engineering. Design and engineering costs are estimated to be $337,125. We plan to advertise bids in March and hope to complete construction by the end of summer. busy construction season in Elmwood Park. With the board's leadership and direction, we continue to make those infrastructure investments that directly enhance the quality of life for our residents. The board will consider a proposal from Good Karma Broadcasting, doing business as ESPN 1000, to continue marketing and advertising services into 2025. Elmwood Park will continue to be featured on the Carmen DeFalco show, as well as on McKnight at the movies. Carmen will make a live appearance once again at the Taste of Elmwood Park, serving as the announcer of our meatball eating contest. Circle Tavern will once again be a live featured location for a hardwood hooky to kick off March Madness. We have expanded a social media presence and participating in the ESPN Black and Abdallah content factory. And lastly, there will be a series of commercials highlighting Elmwood Park throughout the engagement. Total cost is $106,647.81. And lastly, as you know, the village has commissioned Ryan LLC to study the area along Belmont Avenue generally from 76th Avenue to 79th. They have determined that this area qualifies as a conservation area under the Tax Increment Allocation Redevelopment Act. They have prepared an eligibility report and redevelopment plan, which has been on file with the village clerk. The village conducted a public meeting with interested parties on July 11th. The board also convened a joint review board and hosted a public hearing on November 4th. And so tonight the board will consider adoption of the ordinances to officially create the Beaumont Avenue TIF. Thank you, Mr. Volpe. On my report, we officially opened the rink tonight. We were out there cutting the ribbon, and there was people skating. So it's a very positive thing for Central Park, and we want to wish everyone a happy and healthy new year.
