There's a scrivener's error in the title and the address. of the property. This is for the purchase of 7508 West North Avenue. We have a scrivener's error in the address, so we'll pull that from the consent, vote on that item separately after a motion to amend it on its face is approved. And then the second matter is we have a special meeting immediately following the conclusion of this meeting to consider an amendment to the liquor ordinance with regard to the number of liquor licenses. And that reduces the number? Or adds a number? I believe it reduces a number, yes. I'm thinking of the video gaming, which is on the consent agenda, and we reduced it but then increased it by one. Mr. President, as you know, Metro Paramedic Services supplies paramedic services to the Village in accordance with a three-year agreement that began June 1st, 2025. The agreement requires that the parties negotiate in good faith to set the compensation for years two and three of the agreement. The Village recently met with Metro and successfully negotiated the compensation for year two of the agreement, which begins June 1, 2026. So the Board will consider this amendment to the agreement to reflect the agreed upon terms. The board will be asked to ratify my execution of an agreement with Outfront Media to continue our lease of the billboard located at Harlem and Fullerton. The lease will run through July 25th, 2027 at a monthly cost of $1,422. The board will consider a proposal from Westside Tractor Sales to provide a 2026 John Deere front end loader The purchase includes a 12-month unlimited hour warranty as well as a 36-month, 3,000-hour extended warranty. The total cost is $198,233.91. The Board will consider a voluntary separation incentive program for long-term employees. If approved, current full-time non-union employees who have completed 20 years of service with the Village and have reached a minimum age of 60 will be eligible to voluntarily participate. Those electing to participate will be provided 50% of the monthly cost of continued health insurance coverage for up to five years following retirement. This will end earlier if the employee and or his or her covered spouse both turn 65 and the employee no longer has dependent children on the plan. If an employee elects to participate in the voluntary separation incentive but does not need nor want health insurance coverage, the village will issue a one-time lump sum payment to the employee in the amount of $10,000 upon retirement. The board will consider a 3.1% adjustment to the water rates effective June 20th, 2026. The adjustment will cover the increase in Chicago water rates as well as the debt service on the lead service line replacements that were completed in 2025. The board will be asked to approve the ordering of three new Dodge Durangos for the police department. The vehicles will be leased under our current agreement With Enterprise, the monthly rental cost for each vehicle is $1,033.56. The term of the lease is 48 months. The book value of each vehicle at the end of the lease is $7,415.76. On April 23, 2026, the village received three bids for the 2026 MFT Street Resurfacing and Alley Reconstruction Project. The bids were reviewed by Christopher Burke Engineering. The apparent low bidder is Builders Paving LLC. who submitted a bid of $1,596,888. Christopher Burke Engineering recommends the award of a contract to builders. The Board will consider an agreement with Veterans Heating and Cooling to provide a one-year maintenance contract for the CRC. The CRC has 11 through-wall air handling units. that veterans has experience with. There are also 11 rooftop condensing units, two boilers, two pumps, and one commercial hot water heater. The plan provides for two visits per year. The total annual cost is $2,532. The board will consider a zoning map amendment and special use to allow the village to build a public parking lot at 1613 North 76th Avenue, and the board will consider granting a special use to the Midwest Bird and Animal Hospital to locate at 7230 West North Avenue. There will be no overnight boarding of animals at this location. The board will be asked to approve a proposal from Schroeder and Schroeder Inc. to provide removal and replacement of concrete throughout town. The pricing is on a per-unit basis. Prices are lower when we provide higher quantities and vice versa, ranging from $16.50 per square foot to $11.50 per square foot. When establishing prices for our 50-50 sidewalk program, the village will assume $13 per square foot, regardless of the actual cost for that particular job. Schroeder and Schroeder has done a lot of work throughout Elmwood Park, and they always provide quality workmanship and good service. The board will consider an exclusive listing agreement with Jones Lang LaSalle Midwest to lease 22 Conte Parkway. The initial term ends on April 30th, 2027. All final business decisions will be made solely by the village, including but not limited to uses and lease rates and terms. Commission shall be equal to the greater $4 per square foot, or 4% of the net rental income as defined in the agreement. The board will consider a guaranteed maximum price amendment to the agreement between the village and FH Passion. for the new Village Hall. As you know, FH Passion is serving as the construction manager for the project. The contract sum is guaranteed by the construction manager not to exceed $6,081,407. And lastly, the Board will consider a contract to purchase the property located at 7508 West North Avenue. Purchase price is $501,000. Closing shall be on or before July 15, 2026.
