Jodie Haring, Stephanie Shea, Cailin Shovkoplyas, Alison Ottesen, Paula Krogen. Also attending: Carissa Hansen,
Library Director.
1. Call to order
Shea called the meeting to order.
2. Approve order of agenda
Shovkoplyas moved and Ottesen seconded to approve the order of the agenda. No opposition. Motion
carried.
3. Consent agenda - approve the following:

a. Approval of Minutes – September 1, 2021
Regular Agenda:
1. Update on Little Red Reading Bus replacement and fundraising campaign
• Hansen updated the Task Force on the status of the Little Red Reading Bus capital
campaign proposal discussed at last month’s meeting. Both the Library Board and Friends
of the Library approved the project and Hansen plans to start business outreach this
month. Hansen will send the Task Force information on the campaign that they can use to
share with others who may be interested in donating.
2. Update on research into outreach services needs for future planning
• Hansen shared an update on the library’s project to research library access issues and
outreach services needs across the city, school district, and Cass County. Staff completed
an environmental scan using sources like Census data to draw comparisons of
demographics and needs across each area.
• Some notable findings included a large number of home daycares in West Fargo alone and
significant differences in population age breakdowns among the metro area versus the
broader county. Both of these findings indicate different types of outreach services would
be needed in West Fargo versus the larger county.
• Hansen asked for the Task Force’s help in identifying potential individuals who may be
willing to participate in conversations or interviews with library staff to obtain more
information about concerns, initiatives, and demographics in each area. Several ideas were

discussed. Hansen said that library staff are thinking of three main categories of
interviewees:
• Educators, community leaders, organization/business owners at priority entities
(ex: daycare owners)
• Task Force members recommended the following ideas as well: High school
students, Kindergarten teachers, parent groups, individuals who work with
historically marginalized communities.
• The Task Force also recommended reaching out to community leaders to
understand more context about initiatives in municipalities outside of West
Fargo.
3. Other Business
• Hansen pointed out that November 3 may be the final meeting of the Task Force. Shea and
Hansen will send out notice to the group about the meeting later in October. Shea and
Hansen expressed many thanks to the Mobile Library Task Force for their work throughout
2021.
4. Adjourn
• Shovkoplyas moved to adjourn and Krogan seconded. No opposition. Motion carried.
