West Fargo City Commission Meeting
Monday, February 1, 2021
Commission Chambers 5:30 PM
The West Fargo City Commission met on Monday, February 1,2021, at 5:30 pm. Those
present were Commissioners Bernie Dardis, Eric Gjerdevig, Mark Simmons, Brad Olson,
and Mandy George. President of the Board Bernie Dardis called the meeting to order
at 5:30 PM.
The Pledge of Allegiance was recited.
Commissioner Olson moved and Commissioner Gjerdevig seconded to approve the
order of the agenda as distributed. No opposition. Motion carried.
Commissioner Gjerdevig moved and Commissioner George seconded to approve the
minutes of January 15,2021 as presented. No opposition. Motion carried.
Commissioner Olson moved and Commissioner Gjerdevig seconded to approve the
minutes of January 18,2021 as presented. No opposition. Motion carried.
Commissioner Gjerdevig moved and Commissioner Olson seconded to approve the
minutes of January 25,2021 as presented. No opposition. Motion carried.
The Commission reviewed the Building Department Activity Report dated February 1,
2021 and Building Permits #210046-210103. Commissioner George moved and
Commissioner Simmons seconded to approve the Building Permits as presented. No
opposition. Motion carried.
Commissioner Olson moved and Commissioner Gjerdevig seconded to approve the
following items from the Consent Agenda:
a. Bills
b. Games of Chance for Holy Cross Wild Game Committee. Games to be
conducted: Raffle on 3-28-2021 at the Holy Cross Catholic Church at 2711 7th St E
c. Gaming Site Authorization for West Fargo Baseball, Inc. Games to be conducted:
Bingo, Pull Tab Dispensing Device, and Electronic Pull Tab Device on 7-1-2021
through 6-30-2022 at Boston's Pizza Restaurant and Sports Bar at 1640 13th Ave E
d. Games of Chance for EI Zagal Ritualistic Divan. Games to be conducted: Raffle
on 2-10-2021 through 7-17-2021 at the Silver Dollar Bar at 221 Sheyenne st
e. Games of Chance for The American Legion Department of ND. Games to be
conducted: Raffle on 6-22-2021 at the American Legion Department of ND
Headquarters at 405 W Main Ave Suite 4A
f. Games of Chance for Ducks Unlimited. Games to be conducted: Raffle and
Raffle Board on 3-6-2021 at the Doubletree by Hilton at 825 Beaton Dr
g. Financial Dashboard as of December 31 , 2020
h. Recognition of Tom McDougall for his service of Planning Commission Chair­
Over 10 Years of Service

Tim Solberg, Planning and Zoning Director appeared before Commission to hold the
public hearing of a partial vacation of 3rd Avenue NW for Crary Industries Addition.
Continue to February 16, 2021 at 5:30PM. Following discussion, Commissioner Olson
moved and Commissioner Gjerdevig seconded to approve to continue the public
hearing for a partial vacation of 3rd Avenue NW for Crary Industries Addition on
February 16, 2021 at 5:30PM. No opposition. Motion carried.
Tim Solberg, Planning and Zoning Director appeared before the Commission to hold the
public hearing and first reading: Steffes 9th Addition Rezoning. Nate Vollmuth came
forward to speak on the item. Following discussion, Commissioner Simmons moved and
Commissioner Gjerdevig seconded to approve the first reading: Steffes 9th Addition
Rezoning. No opposition. Motion carried.
Dustin Scott, City Engineer appeared before the Commissioners to ask for approval to
accept 'Petition for Improvements' and authorize preliminary engineering for the
proposed Wilds 21 st Addition. Following discussion, Commissioner Simmons moved and
Commissioner Olson seconded to accept 'Petition for Improvements' and authorize
preliminary engineering for the proposed Wilds 21 st Addition. Commissioner George
opposed. Motion carried.
Adam Altenburg of METRO COG, appeared before the Commission to ask for approval
of the Northwest Metro Transportation Plan. Following discussion, Commissioner George
moved and Commissioner Gjerdevig seconded to approve the Northwest Metro
Transportation Plan. No opposition, Motion carried.
Tina Fisk, City Administrator appeared before the Commission in place of Chad Zander,
Program Coordinator for Public Works, to ask for approval of the Annual Report for
Public Works MS4 Stormwater Program. Commissioner Gjerdevig moved and
Commissioner Simmons seconded to approve the Annual Report for Public Works MS4
Stormwater Program. No opposition. Motion carried.
Dan Fuller, Fire Chief appeared before the Commission to give a presentation to the
Review the Fire Department 2020 Annual Report. No action was needed.

Bernie Dardis, Commission President temporarily adjourned the City Commission
meeting at 6:32 PM for a Closed executive session pursuant to N.D.C.C. § 44-04-/9. / (9)
and 44-04-/9.2 for the City Commission to provide negotiation directions to City Staff
and the City Attorney regarding the terms and conditions of offers to purchase the
following legally described real property: (/) The West Seventy (70) feet of the North
Fifteen (/5) feet of Lot Eighteen (/8) and the West Seventy (70) feet of Lots Nineteen
(/9) and Twenty (20), in Block Twenty-seven (27), of Sheyenne Addition to the City of
West Fargo; (2) The West Seventy (70) feet of Lots Fifteen (/5) and Sixteen (/6) and the
South Fifteen (/5) feet of the West Seventy (70) feet of Lot Seventeen (/7), in Block
Twenty-seven (27) of Sheyenne First Addition to the City of West Fargo; (3) The North
Thirty-five (35) feet of Lot Seventeen (/7) and the South Thirty-five (35) feet of Lot
Eighteen (/8), in Block Twenty-seven (27), of Sheyenne Addition to the City of West
Fargo; (4) The East Seventy (70) feet of Lots Fifteen (/5) and Sixteen (/6) and the East
Seventy (70) feet of the South Fifteen (/5) feet of Lot Seventeen (/7) in Block Twenty­
seven (27), of Sheyenne Addition to the City of West Fargo; (5) The East Seventy (70)
feet of Lots Nineteen (/9) and Twenty (20) and the North Fifteen (/5) feet of the East
Seventy (70) feet of Lot Eighteen (/8), in Block Twenty-seven (27), of Sheyenne Addition
to the City of West Fargo. This session took place at 6:36 p.m. in the West Fargo Room
located within City Hall next to the Commission Chambers.
The City Commission was called back into session at 7:52 PM.
Tina Fisk, City Administrator appeared before the Commission and provided the
following for the City Administrator Report:
A. Another notice for a brown bag meeting will be sent out in regards to the
2019 Audit that was completed by Eide Bailly
B. CIP for 2022 is in the final review process and will be brought to the
Commission in late February or early March
C. Commissioner Simmons had asked City Staff to look at the cost of signage
(logos) at The Lights
D. Melissa Richard, Communication Director and Lauren Orchard, Economic
Development Director were called forward to give an update in regards to
the Gift Card Program
E. Application process closed for the Assistant Administrator position,
Commissioners Brad Olson and Bernie Dardis will be on the committee
F. They are heavy into the legislative session, so if there is something Staff would
like to discuss, they should bring it forward
Melissa Richard, Communications Director and Lauren Orchard, Economic
Development Director gave a brief update on the gift card program. So far 69
businesses had signed up for the program. No action was needed.

The City Commission went back to the regular agenda item number 7, the Closed
Executive Session. Commissioner Gjerdevig moved and Commissioner Olson seconded
to continue to provide negotiation directions to City Staff and the City Attorney

seven (27), of Sheyenne Addition to the City of West Fargo; (4) The East Seventy (70)
feet of Lots Fifteen (/5) and Sixteen (/6) and the East Seventy (70) feet of the South

to the City of West Fargo; (5) The East Seventy (70) feet of Lots Nineteen (/9) and

Commissioner Dardis and Commissioner Simmons opposed. Motion passed on a 3:2
vote.
There were no correspondence.
There were no non-agenda items.
Commissioner Simmons moved and Commissioner Olson seconded to adjourn the
meeting. No opposition. Meeting adjourned at 8:05 PM.
