1. Authorization to Purchase Light Towers
Re: Consideration to purchase two light towers from Volvo Construction Equipment
& Services for $28,941.55.
2. Authorization to Initiate Service Agreement with BMI Imaging Systems, Inc.
Re: Consideration to authorize staff to initiate a service agreement with BMI Imaging
Systems, Inc. to digitize the Porterville Recorder.
3. Award of Contract for Murry Park Accessbile Playground Paths
Re: Consideration to award the contract for the Murry Park ADA playground paths
to Mack General, in the amount of $30,290.90.

at the total project construction cost of $613,476.02.
7. Development Ordinance Comprehensive Update Contract Amendment
Re: Consideration to approve an additional $45,130 to complete the Comprehensive
Update to the Development Ordinance by reallocating the amount from the
remaining balance of the CDBG 5-year Consolidated Plan.
8. Consideration and Adoption of Resolution Accepting Transfer of Real
Property and Facilities from the County of Tulare to the City of Porterville for
City Well No. 33
Re: Consideration of a resolution accepting the transfer of real property and facilities
from the County of Tulare to the City of Porterville for City Well No. 33 (APN 240-
120-017), excluding the north 80 feet, for capacity to serve East Porterville.
9. Consideration to Update California Fire Assistance Agreement Resolution
Re: Consideration to approve an updated resolution required under the California
Fire Assistance Agreement to reflect the inclusion of the Fire Deputy Chief position
for assignment and reimbursement when deployed to incidents under the California
Fire and Rescue Mutual Aid System.
10. Approval of Community Civic Event - First Assembly of God - Party at the Park
- May 31, 2025
Re: Consideration to approve the Community Civic Event application submitted by
the First Assembly of God to hold the "Party at the Park" event on Saturday, May
31, 2025, at Centennial Park, from 5:00 PM to 7:00 PM.
11. Authorization for Street Closure - Military Banner Ceremony
Re: Consideration to authorize the temporary closure of Main Street between
Thurman Avenue and Cleveland Avenue for the Military Banner Ceremony on May
23, 2025, from 10:30 AM to 1:30 PM.
12. Authorization for Street Closure - KJUG Concert
Re: Council authorization to authorize the street closures for the KJUG concert on
May 26, 2025.
13. Consideration to Amend Porterville Municipal Airport Committee Resolution
No. 22-2025
Re: Council to consider the amendment of Resolution No. 22-2025, a resolution
establishing the Porterville Municipal Airport Committee.
14. Parks and Leisure Services Commission Meetings
Re: Consideration of approving the Parks and Leisure Services Commission's
request for a summer hiatus during June, July, and August 2025.

17. Public Hearing to Consider the Transition to Phase III of the City's Water
Conservation Plan and Alternative Consideration of Phase II
Re: Public Hearing to consider transitioning from Phase IV to Phase III of the City’s
Water Conservation Plan, effective June 1, 2025, with an alternative option to
implement Phase II (Mandatory 3-day watering schedule) for the summer months,
and consider resuming Phase IV on October 1, 2025.
18. Consideration of an Ordinance Amending Chapter 15, Article VII of the
Porterville Municipal Code, "Cannabis Dispensaries," Modifying Hours of
Operation, Premises Security, Restricting Deliveries, Regulating Drive-
Through Operations, and Additional Minor Clarifications.
Re: Receive public comment; and consider a draft ordinance amending Chapter 15,

Commercial Zone District and Making Minor Typographical Corrections.

Control Board Regarding Strategic Redistribution of Surplus Reservoir Water
Re: Consideration of a letter to the Governor of California and the State Water
Resources Control Board urging the strategic redistribution of surplus reservoir
water to support agricultural operations in the San Joaquin Valley and reduce
infrastructure strain on east side water systems.
21. Consideration of an Extension of Time to Expend Special Purposes Reserve
Funds for Special Events at the Porterville Navigation Center

of the $5,000 allocated from the FY 2023/2024 Special Purposes Reserve Fund for

Consideration of an Alternative Schedule
Re: Council to review and consider revisions to the adopted FY 2025–26 Budget
Calendar to address operational needs and allow more time for development and
review.
23. Consideration of Employment Agreement between the City of Porterville and
Richard Tree for Interim City Manager
Re: Consideration of an Employment Agreement between the City of Porterville and
Richard Tree for the position of Interim City Manager, including a ten percent out-of-
class pay adjustment based on Mr. Tree’s current salary as Director of
Transportation, effective May 24, 2025.
