An advertised public hearing and meeting of the Animal Welfare and Control Hearing Board was held on
Thursday, August 22, 2024

Dog Owner Dawn Harris – (Virtually joined meeting)
Director Andrew called the open meeting to order at 6:00 pm.
1. No public comment
2. The owner, Dawn Harris pleaded for her dog to return home after time served in jail is finalized.
Question and answer among the board members and Ms. Harris commenced.
3. Animal Control Officer, Diana Greenwood explained the incident report involving Ms. Harris’s dog,
Diamond. This also included Diamond’s current demeanor while impounded. Question and answer
among the board members and Officer Greenwood commenced.
4. After deliberation among the board, a motion was made by Director Andrew to euthanize the dog,
Diamond. Seconded by Deputy Rzucidlo. Each board member explained their vote reasoning. All in
favor, one opposed. The motion passed at 6.30 pm by majority vote.
5. Director Andrew informed Ms. Harris of her 30-day right to appeal to the Circuit Court if she opposes the
board's decision.
6. Director Andrew adjourned the meeting at 6:40 pm.
NOTE: A part, or all, of a meeting may be conducted in closed session. The Committee may start in an open
session, pursuant to its Rules of Procedure and in accordance with the Maryland Open Meetings Act, Md. Code
Ann., General Provisions §3-305, to go into closed session for any enumerated purpose.
