[PAGE 1] SHELBYVILLE PARK BOARD MEETING DATE: FEBRUARY 11, 2026 TIME: 4:15 PM LOCATION: BOARD ROOM, PARKS DEPT PARK BOARD PRESENT: GARY NOLLEY, TERIE ANDERSON, TAMMY KNOX, PARK STAFF PRESENT: TRISHA TACKETT - DIRECTOR DOUG CONNER - MAINT SUPERVISOR TIFFANY KREDIT - RECREATION DIRECTOR AMY WISKER - ADMIN ASST OTHERS PRESENT: ROSS FLINT, SHELBYVILLE NEWS Gary Nolley called the meeting to order and asked for a motion to approve the minutes and claims from the January 14, 2026 meeting as presented. Terie motioned to approve the minutes, Tammy seconded. Motion carried. RECREATION REPORT Tiffany reported that interviews for the pool are going well. We have several lifeguards and concession staff returning. The admission staff will have some new faces. She said that applications for camp counselors have been the fewest so far. She went to the high schools in the county and gave flyers to guidance counselors. Applicants for camp counselor must be 18 years old. These positions are good for students studying elementary education. Tiffany told the board that our Daddy/Daughter event is full. It will take place this Friday. Mother/Son has a few spots left that she anticipates will fill up as well. It will be held next Friday, the 20th. Gary asked about attire. Tiffany said that we do not have a dress up theme this year as in the past. Dress can be casual or whatever each couple would like. There will be the usual crafts and food. New this year is a magic show. [PAGE 2] Tiffany announced that opening day for the pool will be May 24th. The season will run through August 9th. Due to requests, we will again offer evening swim lessons and water aerobics. There will be a two week, six day session for swim lessons in addition to our two other morning sessions. Evening water aerobics will be on Wednesday evenings in addition to our Monday and Friday morning classes in June and July. A lot to schedule with party rentals and other events. Tiffany said she is also looking for swim lesson instructors. No experience is required, we will train. Looking for people who are patient and like working with kids. Each class will have a lifeguard. Tiffany told the board that registrations for summer camp will open on March 1st. We will have a new registration process that will keep camper information safe. She encourages parents to attend the meet the counselor night which will be scheduled in the near future. SPECIAL EVENTS Tiffany told the board that the annual Community Easter Egg Hunt is scheduled for March 28th this year at Kennedy Park. She is looking for volunteers. Tiffany and Nesha are currently working on the Spring/Summer guide. They plan to have it to the printer on March 10th. Tiffany told the board that Nesha has again created the sponsorship guide that they will be handing out to help bring in funds for programs. She noted that sponsors for Music in the Park are going well. Gary asked if we have anything planned for the Bisesquicentennial, the United States 250th birthday. Trisha said that the city’s PR Director, Jenna Martin, is working on some plans. Trisha didn’t have details yet. Tiffany plans to celebrate the event at the pool with red,white and blue staff shirts and will also celebrate during summer camp. SPORTS REPORT Trisha told the board Chris is out due to not feeling well. She told the board he will be offering a women’s softball league this summer in hopes to bring back this once popular league. He also will be offering a summer volleyball league after talking with players in our current winter league. 2 [PAGE 3] Trisha reported that he has also made updates to the fitness center. In addition to some new graphics on the wall, there is a new stairmaster and treadmills. He also had BGI Fitness service the equipment and change out torn seats and padding. MAINTENANCE Doug told the board that we are responsible for clearing snow on the sidewalk from Papa Johns to Walmart and also Walmart to Blue River. It took the staff three days to get this cleared. They have moved a lot of snow since the storm on January 25th. Doug told the board he purchased a CNC machine. He showed the board a wooden sign they made with it for the tiki hut at the pool. This machine will help them create things quicker and more professionally. It can use wood, plastic, foam and some metals. They have also used it to make props for the Easter Egg Hunt. The biggest piece it can do is 4’x4’. Rodney was somewhat familiar with operating one and has done a great job with it. Doug hopes to begin grinding stumps next week. He told the board they need to get out about 40 in all parks. Doug is looking for 2 seasonal employees for the summer. Doug ordered a snow blower for the tool cat to help make snow removal easier. DIRECTOR REPORT Trisha reported that she met with Jana Dorsey of Blue River Soccer Association to discuss the league's contract with the parks. Doug Conner and Gary Nolley also attended. She said the meeting went well and they agreed on a three year contract with no major changes. She noted that the volunteers of the soccer group do a great job. They had a little over 400 children participate in leagues last year. Trisha told the board that Chris Adams with ACL has agreed to take over mowing packet A areas. Brent Ross had to withdraw due to having to have surgery. Chris came in today and signed an agreement outlining cost and expectations. Chris is currently under contract with us for packet C. Trisha met with Nathan Runnebohm and Gary Nolley about kayaking. Nathan initiated the meeting to discuss an idea for money the county has. Gary said Nathan is a county 3 [PAGE 4] commissioner and also serves on the recycling district. The county receives money for waste that is shipped into the county by train from out of the state. This money has to be used on environmental projects. Nathan would like to put some of that money toward kayaking on the Blue River. Gary contacted Scott Hughes who is a wealth of knowledge on kayaking and will take his 100th trip down the Blue River this year. He was excited to discuss this and came over to join the meeting. Phase one will be deciding where to put the launches and then phase 2 will cover rental cages, etc. This is something that has been in our master plan and targeted as a need in the community to utilize the river more. Trisha told the board that they have a meeting scheduled for Friday with an engineer to look at the aquatic center to see what surface work is needed. She said each year is a struggle with the location of the pool and the water table. Every year the freezing and thawing creates issues. Trisha told the board that the staff is in spring, summer prep mode and planning is in full force. Trisha reported that the tentative date to put the bicycles out for the bike share program is March 1st, weather permitting. Terie asked if there were any updates on the amphitheater. Doug said crews are out there today working. It has been a while since he had seen anything going on. Gary said that In addition to our free Music in the Parks series we will also be bringing in ticketed events. This will require ticket takers, security, etc. They have met with Live Nation to get some guidance. They told them to start with determining what the community wants. They will schedule more meetings to brainstorm and decide on goals for the facility. This will be a first class facility and we want it to be run first class. The first concerts are planned for 2027.
