REGULAR MEETING
FEBRUARY 17, 2026
After the Pledge of Allegiance to the Flag, a moment of silence was held in honor of
former Police Officer Robert Pare, who was killed in the line of duty on February 9, 1968.
The Regular Meeting of the City Council of Trenton, Michigan, was called to order by
Mayor Rzeppa, at 7:06 p.m. on the above date in the Council chambers.
Present on roll call by City Clerk Debra Devitt: Councilpersons Timber Baun·
Crooks, Richard Benedetti, Scott Cabauatan, Emily Hornbeck, Nelson Perugi, Dora
Rodriguez and Mayor Steven Rzeppa.
Absent: None.
There being a quorum present, the Council was declared in session.
Other Officers Present: Alan Ackerman, City Attorney; Dean Creech, City Administrator;
Joanie Barnett, City Assessor; Amanda Tackett, Deputy City Treasurer; Jill Cooper, City

MINUTES
Moved by Councilman Benedetti, seconded by Councilman Cabauatan, to approve
the Public Hearing and Regular Meeting Minutes of February 2, 2026.
Carried unanimously.
APPOINTMENTS
Planning Commission, Zoning Board of Appeals & Adjustments
Moved by Councilman Cabauatan, seconded by Councilwoman Hornbeck, to approve
the Mayor's reappointment of Bill Kaiser to the Planning Commission, and to the Zoning
Board of Appeals and Adjustments, for terms expiring March 1, 2029.
Roll call: Benedetti, yes; Cabauatan, yes; Hornbeck, yes; Perugi, yes; Rodriguez, yes;
Rzeppa, abstain; and Baun-Crooks, yes.
Motion carried.

accept the resignation from Christina McNally-Stewart, from the Downtown Development
Authority, and request Administration to send a letter of appreciation to her for her
services.

Annual Membership Dues
Moved by Councilman Cabauatan, seconded by Councilwoman Baun-Crooks, to
approve the payment of $9,073.00, for the Michigan Municipal League (MML) annual
membership dues, with funding from Account #101-101-958.000.
Carried unanimously.

Fines, Costs, Fees, January 2026
Moved by Councilman Benedetti, seconded by Councilman Cabauatan, t0 receive
and place on file the Fines, Costs, Fees, January 2026, submitted by the 33rd District
Court, showing the City of Trenton receiving $4,595.68.
Carried unanimously.

Acceptance of Subcontractor Awards for Trenton Fire Station
Moved by Councilman Cabauatan, seconded by Councilwoman Rodriguez, to approve
the attached subcontractor awards for construction of the Fire Station and authorize Vig
Construction to prepare and finalize any necessary agreements and contracts needed in the
approximate amount of $8,713,406.00, with funding from Account #403-336-988.000.

Acceptance of Subcontractor Awards for Trenton Police Station
Moved by Councilwoman Baun-Crooks, seconded by Councilman Benedetti, to
approve the attached subcontractor awards for construction of the Police Station and
authorize Vig Construction to prepare and finalize any necessary agreements and contracts
needed, in the approximate amount of $7,963,603.00, with funding from Account #403·301·
988.000.
Carried unanimously.

Extension of Audit Services Provided by Plante & Moran, PLLC
Moved by Councilman Cabauatan, seconded by Councilwoman Hornbeck, to approve
an extension of the agreement with Plante & Moran, PLLC, to provide the City's annual
audit of financial statements and applicable single audits for all fiscal years ending June
30, 2026, through June 30, 2030, with annual costs as outlined on the proposed fee
schedule.
Carried unanimously.
DISBURSEMENTS AND STATEMENTS
Moved by Councilwoman Hornbeck, seconded by Councilman Cabauatan, to approve
the Authorized Disbursements, February 17, 2026, in the amount of $2,802,735.43.
Carried unanimously.

COMMENTS FROM THE COUNCIL AND OFFICIALS
Mayor Rzeppa: Thanked Rotary Club and everyone for their help
with the State of the City. Congresswoman
Dingell's office notified us of $1 million grant to
help with water main replacement.
Councilwoman Baun-Crooks: Mayor did great job at the Boujee Banquet;
wonderful evening.
Councilman Benedetti: Boujee Banquet was a great event. Award
recipients are well-deserving people. Thanked
DPS for hard work on water main breaks.
Councilwoman Hornbeck: Congratulations to the award winners at
Banquet. Street Scape Open House for DDA well
attended.
Councilman Perugi: Thank you to award winners; nice job on Boujee
Banquet. Maple/4th bus stop construction
concerns.
Councilman Cabauatan: Boujee Banquet was a great event; Westfield
Center looks awesome. Allen Road grade
separation moving forward; Community Open
House March 5, 5:30-7:30 p.m. at Woodhaven
Rec Center.
Councilwoman Rodriguez: Boujee Banquet was a fantastic event; congrats
to awardees. Thanked Mayor and Youth
Commission for participation on Street Scape.
City Clerk Devitt: Next Regular Council Meeting Monday, March 2
at 7:00 p.m.
Deputy City Treasurer Tackett: Taxes due today; 4% penalty added tomorrow.
All taxes unpaid will roll to the County March 2.
COMMENTS FROM THE PUBLIC
David Heatherly: Traffic Safety Commission request to Wayne
County to attend meeting. Cross Connection
Project; concerns with solicitation to purchase
home protection plans for water/sewer lines.
Mayor Rzeppa responded.
Chuck Hubbard: Question regarding tax help/business
development. Any major industries coming in the
future? Mayor Rzeppa responded.
